Vision and Sensor Electronics Directorate is seeking potential sources
to delivery off-the-shelf candidate Man-Portable Standoff Mine
Detectors that will be subjected to the following technical
requirements. Essential technical criteria include: (1) An infrared
(IR) passive device; (2) A minimum standoff mine detection capability
of 5 feet; (3) Lightweight of 25 lbs or less; (4) Real-time data and
processing capability; (5) A hi-resolution miniaturized heads-up
display; (6) A built-in miniaturized image parallel processor
restricted to one-tenth cubic foot or smaller having throughput of 80
billions ops/sec or more and required power not more than 35 watts; (7)
A mine detection algorithm using advanced image processing techniques
and neural networks with real-time learing capability. Potential
offerors shall submit available information regarding technical
details, performance characteristics, and test data. Failure of the
offeror to submit information sufficient for general technical review
will forfeit further consideration. Information shall be submitted to
