Rhode Island 02841-1712 C -- ENGINEERING DESIGN SERVICES FOR VARIOUS ALTERATION, REPAIR,
CONSTRUCTION PROJECTS AT THE NAVAL UNDERSEA WARFARE CENTER DIVISION,
NEWPORT, RI, NEW LONDON, CT, AND FISHERS ISLAND, NY Sol
N62472-95-D-1852. This is not set aside for small business. The SIC
Code is 8712 and the size standard is $2,500,000.00. Architectural and
Engineering Services are required for the preparation of plans,
specifications, cost estimates surveys, investigation and reports. Each
project may cover a broad range of disciplines including architectural,
mechanical, structural, civil, environmental, communication and
electrical. Associated work may include the preparation of ``as-built''
drawings, checking and approval of shop drawings, approval of
submittals, and consultation during construction. This contract is an
Indefinite Delivery A/E Contract for a period of twelve months and
including an option for an additional one year extension. The
Government reserves the right to exercise the option for this contract.
A minimum fee of $5,000.00 is guaranteed under the basic contract.
Subject to necessary changes, the total A/E fee that may be paid under
this contract will not exceed $200,000.00 for the basic contract and
will not exceed $200,000.00 for the option year. A/E firms responding
to the announcement will be evaluated on the above requirements based
upon the following criteria in relative order of importance. a)
Professional experience of the firm in conducting building renovation
and construction. b) Professional qualifications of staff to be
assigned to this project. c) Multi-discipline engineering capability.
d) Location of firm in the general geographical area of the project. e)
Adequacy and qualification of sub-contractors and consultants. f)
Present workload of the firm. g) Contractor quality assurance and
interdisciplinary coordination. h) Innovative design capability. i)
Cost control effectiveness. j) Capability of firm to provide drawings
in an AUTOCAD Rev 12 format. k) Past experience, if any, of the firm
with respect to performance on Department of Defense contracts. l)
Volume of work previously awarded to the firm by the Department of
Defense. Engineering firms which meet requirements described in this
announcement are invited to submit a completed Standard Form 254
Architect-Engineer and Related Service Questionnaire and Standard Form
255, Architect-Engineer and Related Service Questionnaire for Specific
Project, to ROICC, NAVFAC Contracts, NETC, Building 1, Simonpietri Dr.,
Newport RI 02841-1712. Firms responding to this announcement by 10
April 1995 will be considered. Services will be required within one
year of the date of contract award under this basic contract. There
will be an option to extend the contract for an additional year. The
Government reserves the right to excercise the option to this contract.
