C -- INDEFINITE DELIVERY CONTRACT FOR ARCHITECT-ENGINEER DESIGN SERVICES TO SUPPORT CIVIL WORKS Contact Robert M. Bencal, 215-656-6606. 1. CONTRACT INFORMATION: The Philadelphia District, U. S. Army Corps of Engineers intends to award up to two (2) one-year Indefinite Delivery Contract(s) to support civil work missions assigned to District. Each contract shall be for a period of one year with an option for one additional year. The maximum delivery order limit is $150,000.00. The cumulative total for all delivery orders in either the base year and option year shall not exceed $400,000.00. The cumulative total of all delivery orders for the base and option year shall not exceed $500,000.00. In addition, the total amount of Federal Information Processing (FIP) work allowed under this entire contract including both the base and option years is $150,000, pursuant to Delegation of Procurement Authority (DPA) NAPEN-95-004. 2. PROJECT INFORMATION: The firm(s) will primarily, but not exclusively, provide assistance to the Engineering Division within the District. Work under the contract will primarily be related to bridges including but not limited to: inspections, report preparation, structural analysis, material testing and analysis, land and hydrographic surveying, photogrammetric mapping, underwater inspection and design and preparation of plans, specifications and cost estimates for evaluation, repair, rehabilitation and new construction of bridge structures and all related appurtenances. Primary disciplines required include: civil engineers, structural engineers, highway engineers, specification writers, cost estimators, draftsman/CADD operators and bridge inspection personnel. Other work under this contract will include support for others and military programs assigned to the District in the area of special structures, highway and related engineering. The contractor must be capable of performing both hard and soft metric design. Engineering work under this contract including but not limited to civil and structural engineering shall be reviewed and approved by engineers in that particular field. Firms that plan on using subcontractors shall provide a list of subcontractors that are to be used and the work they will perform. The firms must be familiar with Corps of Engineers, Federal Highway Administration, and AASHTO requirements and regulations for preparation of various inspections, designs and technical reports. 3. SELECTION CRITERIA: Signifcant selection evaluation criteria in relative descending order of importance will include: (1) Specialized experience of the firm in the primary areas and other experience in related areas of work; (2) Professional experience of the proposed staff; (3) Capacity of the firm to accomplish multiple projets simulataneously within required time and within construction cost limitations; (4) Past performance, if any, with respect to the firm's performance on Department of Defense contracts; (5) Location will be a consideration in the final selection as a secondary selection criteria element provided a sufficient number of qualified A/E firms respond to this announcement; (6) Extent of participation of SB, SDB, historically black colletges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. As a part of this submittal, it is required that all responding firms clearly present billing amounts for all Corps of Engineers work as well as all other Department of Defense work for the 12 months preceding this announcement. As a requirement for negotiations, the selected contractor will submit for government approval a quality control plan which will be enforced through the life of the contract. The District reserves the right to terminate a negotiation in which the contractor's response to requests for proposals or information has not been provided in accordance with the established schedules. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform the work must submit one copy of the SF 254 and SF 255 revised 11/92 for the prime firms and SF 254 for each consultant, to the above address not later than the close of business on the 30th day is a Saturday, Sunday or Federal announcement. If the 30th day is a Saturday, Sunday or Federal holiday, the deadline is the close of business of the next business day. Include ACASS number in Block 3b. of the SF 255.
