to acquire Direct Loan servicing support services for the William D
Ford Direct Loan Program. The Department anticipates awarding multiple
contracts to support Direct Loan servicing. Direct Loan servicers will
provide suppport required to service Direct Loan borrowers, including
automated data processing (ADP) and manual operations. Direct Loan
servicing contractors will modify their existing loan servicing
systems, or develop loan servicing systems to provide all services,
hardware, software, and personnel necessary to operate the system and
service Direct Loans effectively. Direct Loan Servicing contractors
will maintain borrowers data, exchange data with the Direct Loan
Central Database, issue various forms, letters and disclosures,
calculate interest on borrowers accounts, bill Direct Loan borrowers,
process borrowers remittances, collect on delinquent loans, resovle
borrowers compliants, administer deferments and brobearances, process
returned mail, perform skip-tracing, report to credit bureaus, and
perform customer service activities. In addition to significant ADP
resources and labor intensive customer support service, the Direct Loan
Servicing contractors will provide such services as clerical support,
training, quality assurance/quality control (QA/QC), security, and
configuration management (CM). Anticipated issue date of Request for
Proposal (RFP) is 3/30/95 and anticipated closing date is 5/15/95. All
responsible sources may submit a proposal. Request for copies of
RFP-95-019 may be made by telephone, mail, telegram, or in person. All
requests shall reference RFP-95-019 and title of RFP ( William D Ford
Direct Loan Servicing Subsystem). Telephone requests may be placed at
(202 708-6498. Mail or telegram requests shall be sent to the above
address. Potential offerors are invited to review the Draft Work
Statement in order to have a more complete understanding of the Direct
Loan Servicing requirements. The Draft Work Statement and selected
Draft RFP sections will be available through the ED Bulletin Board.
Printed copies are not available. The EDBoard electronic bulletin board
number (202) 260-9950. There ar no pre-registration requirements or
user charges (except for long distrance telephone costs). There are
four 14,400 bps modems with settings of 8 data bits, 1 stop bit, no
parity. To log on the bulletin board enter First Name, Last Name,
Location, and Password (New users will create a password when logging
on for the first time). After logging on: (1) proceed to the Main Menu;
(2) on the BBS Main Menu press the letter corresponding to procurement
you are interested in; (3) Enter ''D'' to download a file; (4) enter
filename corresponding to the file you wish to download; (5) select a
download protocol (Xmodem, Zmodem, etc); (6) the BBS will prompt you to
activate your file transfer software (''awaiting start signal''). Some
files are compressed into a file with extension ''.zip''. After
downloading, decompress using PKUnzip utility program which is
available on BBS. Enter ''PKUnzip (Filename).zip'' to decompress the
file. Internet: Users can connect to ED Board at via Telnet at
fedworld.gov. On FedWorl, ED Board is Gateway BBS numer 110. Users can
access it from the TOP-Level FedWorld Menu by entering UDD110 (enter).
