F -- NATURAL RESOURCES AND CONSERVATION SERVICES - POTENTIAL SOURCES SOUGHT Contact: Paul A. Simons, (513) 648-7173. Fernald Environmental Management Corporation (FERMCO), the Environmental Restoration Management Contractor for the DOE's Fernald Environmental Management Project (FEMP), is seeking interested qualified source(s) to provide a mobile treatment system to treat/process Hazardous Radioactive mixed waste at the FEMP using various chemical/physical processes. The treated waste must meet various RCRA Land Disposal Restrictions, and Mixed Waste Disposal Facility Waste Acceptance Criteria. The waste is currently stored at the FEMP and is comprised of the following categories (which include but are not limited to the stated representative waste streams): (A) Fibrous material, including rags, absorbent pads, paper, personal protective clothing, etc. Some of the waste streams include free liquids and sludges. The primary contaminants are listed spent solvents (halogenated and non-halogenated) and waste oils. Some of the waste is contaminated with TC volatiles and TC metals as well as some contaminated metal, wood, hard plastics, glass, rubber and discarded tools. (B) Soils and Sludges, including dry granular solids, semi-solids, oily semi-solids and free standing liquids. The waste streams primarily consist of sludges from sump cleanout and soils. The primary contaminants are listed spent solvents (halogenated and non-halogenated) and waste oils. Some of the waste is contaminated with TC volatiles and TC metals. Contaminant concentrations vary over a wide range. (C) Mercury contaminated waste streams, each containing a distinct matrix and mercury concentration, ranging from surface contamination to elemental mercury. Some waste streams contain other listed and TC waste codes which may require additional treatment. (D) Lead solids such as lead bricks for shielding and other elemental forms of lead. No other waste codes are associated with this category. (E) Aqueous waste streams containing very low concentrations of listed and TC contaminants. The waste streams appear likely for treatment through the FEMP wastewater treatment system. (F) Reactives including uranium hexafluoride, magnesium metal turnings and calcium metal. This is a very small category consisting of characteristic reactives and ignitables. (G) Oxidizers including primarily nitrates in solid form such as thorium and uranium nitrate. Also included are waste streams which are nitrates in solution, typically with nitric acid. The liquid waste streams are not RCRA oxidizers, but are corrosive. Also, this category may contain toxicity characteristic metals. These wastes may be utilized in the treatment of other wastes. (H) Salt bath residues, primarily barium chloride, including solid furnace salt and bricks contaminated with the furnace salt. (I) PCBs including light ballasts and contaminated soils and debris. (J) Corrosives liquids including aqueous solutions which are acidic and caustic. All of these waste categories may contain any combination of the following EPA Waste Codes: D001-D043, F001-F005, U044, U080, U220, U228. The radioactive component consists of thorium and uranium consistent with the fuel processing cycle. Interested parties should submit descriptive company literature to the attention of Paul A.
