effort to assist States in effectively addressing their needs for
improvements in substance abuse treatment funded by the Subustance
Abuse Prevention and Treatment (SAPT) Block Grant and related State
resources by (1) developing as part of technical assistance (TA), a
process to produce documents and publications written under a consensus
process by health and treatment experts, thus (2) facilitating the
transfer of knowledge, state-of-the-art protocols and ''best practice'
guidelines from the nation's experts to the States and treatment
providers. The result of this effort will be to improve State
compliance with Federal block grant requirements and to enhance the
capability of States to provide quality services through a strengthened
systems infrastructure which addresses the linkages among substanc
abuse, criminal justice, juvenile justice, and public health. This will
also result in improving the States' capabilities to address issues of
substance abuse services delivery and financing under State health
care reform. Offerors must demonstrate a capability to develop and
execute a comprehensive systems planning, implementation and reporting
approach based on the State AOD systems technical assistance contract
mechanism originated in 1990 by the Office for Treatment Improvement
(OTI), now known as the Center for Substance Abuse Treatment (CSAT). It
is estimated that 48 months plus an additional ten (10) day option
period for contract transition will be required for this project.
Estimated issuance date of the solicitation is 03/27/95 and responses
are due to be received in the Contracting Office 45 calendar days
thereafter. The solicitaiton may be obtained in either of two ways;
electronically, by downloading a file from SAMHSA Bulletin Board System
(BBS) at 1 800-424-2294, or by mail. To download from the SAMHSA BBS,
you should set your communications program at 8 data bits, 1 stop bit,
and parity at none (8-1-none). SAMHSA's modems will communicate at
1200 to 9600 BPS and can negotiate with higher speed modems. If your
modem is slower than 1200 BPS, you will not be able to use this BBS.
Our software can use several common transfer protocols. We recommend
Zmodem if it is available in your communications program; however, any
of those listed on the BBS should prove satisfactory. Large files will
be posted as self extracting compressed files to save time during the
transfer. Hardware compression features in the modems will be relied
upon to provide compression for smaller files. No telephone requests
for the solicitation will be honored. Telefax requests for the

sources may submit a proposal which will be considered by this office.
