R - Due to pending regulatory changes, and to avoid disruption to educational services in the middle of the school year, the US Department of Education (ED), Office of Compensatory Education (OCE), Office of Elementary and Secondary Education (OESE), contemplates on a sole source basis, the extension of the ESEA Chapter 1, Private School Bypass in Missouri, for the period of six months beginning February February 1, 1996 through July 31, 996 under the following contract: Missouri-SC92010001 - Blue Hills Homes Corporation, Kansas City, MO. The proposed extension is to continue providing, for th balance of the school year, Chapter 1 services to eligible private school children in bypassed local educational agencies (LEAs) in Missouri. There is need for additional time to resolve essential issues associated with the implementation of the new Title I law and regulations that dictate the terms of the contract, and to aviod serious disruption of Chapter 1 Services in the middle of the school year.
