Linda Feeney 202-708-8283. R - Due to pending regulatory changes, and
to avoid disruption of educational services in the middle of the school
year, the U.S. Department of Education (ED), Office of Compensatory
Education (OCE), Office of Elementary and Secondary Education (OESE),
comtemplates on a sole source basis, the extension of the ESEA Chapter
1, Private School Bypass in Virginia, for the period of six months
beginning February 1, 1996 through July 31, 1996 under the following
contract: Virginia-SC92009001 - NonPublic Educational Services, Inc,
Woodridge, Virginia. The proposed extension is to continue providing,
for the balance of the school year, Chapter 1 services to eligible
private school children in bypassed local educational agencies (LEA's)
in Virginia. Ther is need for additional time to resolve essential
issues associated with the implementation of the new Title I law and
regulations that dictate the terms of the contract, and to avoid
serious disruption of Chapter 1 Services in the middle of the school
