PRE-SOLICITATION CONFERENCE WILL BE HELD AT MARE ISLAND NAVAL SHIPYARD
IN VALLEJO, CA., AT 10:00 AM LOCAL TIME ON WEDNESDAY MARCH 22, 1995.
This conference is being held to discuss the REMOVAL AND SCRAPPING OF
THREE (3) EX-NAVY TARGET SHIPS LOCATED AT THE MARE ISLAND FACILITY. The
EX-TOLMAN (DD74), EX-PICKING (DD 685), and EX-SOUTHERLAND (DD 743) are
World War II DESTROYERS which have been used as TELEMETRIC MISSILE
TARGETS. These ships are damaged from missile impacts, fire, and
structural deterioration. They also contain Friable Asbestos, PCB's,
and Lead Based Paints. Shipyard Services are required for Hazmat
Abatement/Disposal in accordance with all Federal, State, and Local
Environmental laws and regulations, and for COMPLETE VESSEL
DISMANTLEMENT. Any contractors wishing to board the above vessels MUST
BRING THEIR OWN PROTECTIVE GEAR. Protective gear includes, as a
minimum; Tyvek Coveralls, Rubber Gloves, Shoe Covers, and a 1/2 Mask
(Covering Nose and Mouth with High Efficiency Filter). The US NAVY
ASSUMES NO RESPONSIBILITY AND/OR LIABILITY FOR ANY PERSON WHO WISHES TO
BOARD THESE VESSELS, AND A WRITTEN RELEASE OF LIABILITY MUST BE SIGNED
PRIOR TO BOARDING. Some areas of the ships(s) will be unaccessible due
to structural damage. Ships must be moved to the contractor's facility
prior to dismantlement. The ex-Southerland's hull is at risk for tow
out of San Francisco Bay area. Ownership of salvageable scrap metal and
materials would transfer to the awardee upon vessel dismantlement. A
cost type level of effort contract is being considered for use by the
Navy in accomplishing this effort. All prospective offerors are urged
to attend this conference. In order to make the conference as
productive as possible, offerors are requested to submit the name of
the attendees to the Fleet Industrial Supply Center, Norfolk -
