919/664-6205. Pre-Solicitation for the replacment of ``Underground
Storage Tanks.'' The North Carolina Air National Guard (NCANG) has a
requirement to construct Underground Storage Tanks. The contractor must
provide all necessary labor and materials to replace underground
storage tanks. The project consist of the removal and proper disposal
of nine existing oil/water separators. Eight of the separators will be
replaced with double-wall separators. All existing separators are
considered to be clean, operational, non-leaking units being replaced
as part of the maintenance program. Installation of leak detection and
level monitoring equipment on all new separators as well as one
additional separator installed previously is part of this contract. The
second portion of this contract includes the removal and proper
disposal of four underground fuel storage tanks. All four tanks removed
will be replaced with above ground units, as detailed on the drawings.
All equipment, structural elements, grading and paving, etc., as noted
on the contract drawings and the technical specifications will be
included in this project. The project is located at the North Carolina
Air National Guard, Charlotte/Douglas International Airport,
Charlotte, NC. The completion time for this project is 210 calendar

``This procurement is being considered for 100% set-aside for Small
Disadvantaged Business (SDB) concerns. Interested SDB should as early
as possible, but not later than 15 calendar days after publication of
the notice, indicate interest in bidding as the prime or as a
subcontractor on the project, evidence of capability to perform
including references for similar work with contract number, points of
contact, and telephone number, and a positive statement of eligibility
as a small socially and economically disadvantaged business concern.
In addition, dollar amount of current construction bonding capability
is required. If adequate interest is not received from qualified SDB
concerns, the solicitation will be issued on an unrestricted basis
without further notice. Therefore, replies to this notice are requested
from all interested business concerns as well as from SDB concerns.
Replies must indicate the firm's size status such as large business,
small business, small disadvantaged business or 8(a). The Standard
Industrial Classification (SIC) is 1791. The applicable small business
size standard including affiliates is no more than $7.0M average
annual revenue for the previous three years.'' The successful
contractor will perform a minimum of 15% of cost of the contract with
its own employees not including the cost of materials. In accordance
