TX 78150-4525, intends to acquire on a sole-source basis through
Hughes Training-Link Division, formally CAE-Link Corporation, P.O. Box
1237, Binghampton NY 13902-1237, a computer based tower simulator.
This simulator is being purchased through the Training Technologies
Applications Program (TTAP), AETC/XORP, for the United States Air Force
(USAF) Air Traffic Control School located at Keesler AFB MS. The system
must consist of Virtual Tower hardware and software; must meet all of
the Distributed Interactive Simulation (DIS) protocols as identified by
the Institute Electrical Electronics Engineer (IEEE) 1278; must be able
to operate as a stand-alone single position trainer or as a fully
operational three (3) position tower trainer; must be able to
accurately replicate all functions of a D-BRITE radar display, to
include call sign, beacon code, aircraft altitude, airspeed, 60 mile
variable display; and display hand-off capabilities with the radar
simulator; must include light guns and Airport Surface Detection (ASDE)
ground control radar display; must have a programmable digitized
communication system that will support as a minimum, 16 radio
frequencies, 16 intrafacility landlines, 16 interfacility landlines, as
well as the tower radar coordination system; must be able to integrate
with the vendor designed and supplied air traffic control radar
simulator and have synchronized video/audio and record/playback
capabilities; must be capable of simulating the busiest USAF facilities
and provide at least 40 programmable moving targets, these targets must
be airborne and on the ground; must have the capability to add or
subtract targets as needed to enhance the realism of the training
scenarios. The USAF aircraft recognition criteria must be met with the
use of binoculars; must be able to include cloud formation, rain,
snow, translucent fog, lightning and selected visibilities; must have
an airport design tool, aircraft modeling/performance tool and scenario
generator that are all user- friendly. The system must use, but not
limited to four (4) 67'' rear-screen projection monitors. The
projection system must use as a minimum Silicon Graphics Reality II
image generators. The simulator system must give the user the ability
to develop aircraft, airfield and weather scenarios as input for the
computer based training (CBT) lessons. The system must also have an
administration, security and student management program built-in. A
comprehensive demonstration of the system capabilities at a designated
CONUS facility will be conducted prior to contract award. This
demonstration will include all system capabilities, an overview of
maintenance and operating procedures. The vendor must have a minimum of
five (5) years of air traffic control simulation experience; must
supply an instructional course covering software, user performed
preventative maintenance and overall system operation at the Air Force
training facility for up to ten (10) Air Force designated personnel
prior to acceptance of the system. The system must be warranted for one
(1) year from date of acceptance, must provide 24-hour telephone and
12-hour on-site support; and must propose a yearly maintenance support
contract. The complete system must be delivered to the Air Traffic
Control School at Keesler AFB prior to 1 Aug 95. System set-up and
training must be performed by the contractor prior to 1 Sep 95. The
performance period will be for a Basic and One Option year. This is not
a request for competitive proposals and no solicitation document for
