Project No. NCA04700. The General Services Administration seeks a Construction Management Firm with management experience in design and construction to provide services for design phase review, project administration, management, and quality control for the New United States Courthouse in Fresno, CA. The project scope includes construction management services through design and construction of a 360,000 gross square foot Courthouse, which includes thirteen courtrooms, 112 inside parking spaces, and outside parking for 280. Future expansion plans include an additional 140,000 square feet and five additional courtrooms. GSA is seeking a firm with qualifications and experience in managing the design and construction of similar sized buildings. All services shall be performed under the direction and supervision of professional architects and/or engineers. Primary design and construction management services will include, but not be limited to, review of design documents including design development and working drawings for constructibility, conducting value engineering conferences, and partnering conferences if required. The CM will assist GSA during the procurement and bidding for the construction contract. During construction, services will include project coordination and reporting, cost and schedule control, review of submittals, testing services, contract administration including inspection for conformance with design and specifications, change order administration, claims analysis and litigation support, and other quality assurance functions. The estimated total construction cost is between $70,000,000 and $90,000,000. Selection will be based on the following three evaluation criteria (listed in descending order of importance): (1) PROJECT TEAM: Education & background, qualifications, professional licenses and affiliations of principal team members, the team's demonstrated ability of working together to provide relevant services to public and private sector clients (with references). (2) EXPERIENCE: Background with respect to design and construction management for this type of project and service specified in this solicitation, relevant experience with Federal agencies and knowledge of applicable Government regulations, local area experience, and demonstrated ability to render professional services in a responsible manner to further the client's interest. (3) MANAGEMENT & ORGANIZATION: The firm (and its consultants')capability of staffing the project with qualified personnel in relation to its current workload, ability to effectively respond to workload fluctuations and to accomplish work within established schedules, ability to provide qualified employees from within their ongoing full time staff, management approach to performing the work, demonstrated continuity of personnel, adequacy of support facilities. Consideration will be limited to firms with an active office in California. The successful offeror will be required to properly staff an office at the jobsite for the duration of the construction phase. A joint venture or firm/consultant arrangement will be considered and evaluated by the demonstrated interdependence of the members and ability to provide quality design and construction management services. At least one key member in any proposed joint venture must have an existing office in California. Small and minority businesses are encouraged to participate. This procurement will be open to both large and small businesses under the Small Business Competitiveness Demonstration Program. In accordance with Public Law 95-507, an acceptable Small Business & Small Disadvantaged Business Plan will be a preaward submission requirement of the selected firm. As part of its commitment to socioeconomic initiatives of the Federal Government and the General Services Administration, the Public Buildings Service has established for fiscal year 1995, subcontracting goals of 37% for small business, 12% for small disadvantaged business, and 5% for women owned buisness. In support of agency efforts, firms seeking consideration for this contract shall demonstrate a proactive effort to achieve the above goals. The use of consultants shown on the submitted 254's will be reflected in a Small Business Subcontracting Plan included in the contract. Firms must also provide a brief written narrative, not to exceed one typewritten page, of outreach efforts made to utilize S, SDB, WBE. An acceptable subcontracting plan must be agreed to before contract award. Firms having the qualifications to meet the above requirements are invited to submit by April 27, 1995, by 2:00pm PST, 254's and 255's, along with a statement of the current workload of the firm, and detailed information concerning two selected projects which demonstrate the firm's ability to provide similar relevant services, as required by the evaluation criteria under EXPERIENCE. A shortlist of the top firms (no less than 3) based on the criteria will be notified for personal interviews from which a final selection will be made. This is not a request for proposal.
