L -- GEOPHYSICAL SITE CHARACTERIZATION SERVICES POC Kevin D. Sims, Contracts Supervisor, (619)687-8767. Bechtel National, Inc. (Bechtel) under Contract No. N68711-92-D-4670 will be issuing a limited number of Request for Proposal to experienced companies that provide Geophysical Site Characterization Support for hazardous waste sites at Navy and Marine facilities located in Southern California, Arizona and New Mexico. The RFP is expected to result in more than one award and work will be authorized on a delivery order basis, with no minimum. SCOPE OF WORK: The work will include providing all personnel, material, equipment, and services necessary to perform both shallow geophysical field investigations, marine investigations and underground utilities clearance surveys which will support hydrogeologic investigations that include drilling. Geophysical surveys are anticipated to include, but not limited to techniques involving ground penetrating radar (GPR), electromagnetics (EM), electrical resistivity, potential methods (includig magnetics), seismic refraction (GRM), and shallow crosshole seismic and electrical methods, as appropriate. Underground utilities clearance surveys are anticipated to require GPR, EM and other specialized techniques. Work will require evaluation and planning of field operations and survey design to meet site characterization objectives and hydrogeologic investigation needs, performance of positioning surveys, geophysical data acquisition and analysis, and production of a final survey report. SELECTION CRITERIA: Firms selected to receive the RFP must demonstrate: (a) successful past performance on relevant projects involving investigation of sites with potentially hazardous constituents; (b) qualified personnel, available and committed to this program, fully health and safety qualified under 29 CFR 1910.120, Title 8 CCR 5192, and demonstrated familiarity with the U.S. Army Corps of Engineers Safety and Health Requirements manual EM385-1-1 (Rev 10/87); (c) access to suitable facilities and equiment to accomplish the scope of work; (d) business stability and financial responsibility, and evidence of insurability; (e) firm location in Southern California is preferred. SUBMISSION REQUIREMENTS: Interested firms are requested to submit qualification packages, including as a minimum of (a) SF255 and for those firms planning to joint venture or subcontracted portions of the work, a separate SF255 for each firm (b) specific and similar experience, including 5 client references with contract name and telephone number, brief narrative description of cost experiences should include at least 2 examples of each of the geophysical techniquers listed above., as well as others that may be relevant with generalized descriptions of project objectives and results, geographic location, geotechnical setting, with specific descriptions of project objectives and results, geographic location, geotechnical setting, with specific descriptions of survey equipment and analytical tools used; (c) Identification of key personnel for the program, preferably including at least one California Registered geophysicist and a statement regarding the Health and Safety qualification of personnel who will be performing the work and resumes documenting technical/management qualifications; (d) A copy of your current insurance certificate stating limits for worker's compensation, commercial general liability, and automobile liability; (d) current equipment inventories; (e) Representation as to whether your firm is large, small, disadvantaged, woman owned concern; (f) Statement that the company is not currently prohibited from doing business with any Government agency.
