Supervisor, (619) 687-8767. Bechtel National, Inc. (Bechtel) under Navy
Contract No. N68711-92-D-4670 will be issuing a limited number of
Request for Proposal to experienced companies in the collection and
analyzing of soil gas samples from hazardous waste sites at Navy and
Marine facilities located in Southern California, Arizona and New
Mexico. The RFP is expected to result in more than one award and work
will be authorized on a delivery order basis, with no minimum. Bids
received will be technically evaluated and only those companies who are
technically qualified will be evaluated commercially. SCOPE OF WORK:
The work will include: collection of soil gas samples by active
sampling techniques or samples of sorbed contaminants from soil gas by
passive sampling techniques; chemical analysis of samples and
reporting of results. Samples may be collected through asphalt or
concrete payment and may be required from depths as low as thirty feet
(30'). TECHNICAL EVALUATION CRITERIA: The company's base location
should be located sufficiently close to sites in Sourthern California,
Arizona and New Mexico, to minimize mobilization time and expense. The
company shall have the necessary facilities, field equipment, personnel
and licensing from appropriate state and local Government agencies to
perform the tasks described in the SCOPE OF WORK. The field personnel
shall have extensive experience in the acquisition, and testing of soil
gas samples containing different types and concentrations of hazardous
substances. In addition, the following shall be considered in the
technical evaluation: 1. Organizational structure; 2. Floor plan and
equiment layout of field laboratory vans. 3. List of similar projects
performed, including those for Government agencies; 4. Statement of
corporate commitment to the Navy CLEAN program; 5. Documents showing
current certifications of mobile analytical laboratory or other
reconition by regulatory agencies; 6. Current resumes of key personnel
who supervise and perform sampling and analysis; and those responsible
for QA/QC; 7. Sample QA/QC plan for other similar soil gas sampling and
analysis projects; 8. Three references from recently completed projects
of similar nature; 9. Results of recent QA/QC audits performed by
Government or other agencies; 10. List of internal procedures for
equipment operation, maintenance, and calibration (Table of Contents
from appropriate documents will be sufficient); 11. Representation as
to whether your firm is large, small, disadvantaged, woman owned
concern; 12. Statement that the company is not currently prohibited
from doing business with any Government agency. Written requests for
the RFP will only be issued to companies within the above listed

Telephone requests will not be accepted. Responses not received at the
