(619)939-4244. The Naval Air Warfare Center Weapons Division, China
Lake, CA intends to increase the level-of-effort (direct labor hours)
and contract dollar ceilings on existing Contract Number
N68936-94-D-0019 on an Other Than Full And Open Competition Basis. This
ceiling increase will provide continued support of foreign threat air
defense simulations at the Electronic Combat Range (ECR) facility at
China Lake, CA. This increase to the level-of-effort and contract
ceilings will accommodate previously unknown requirements to support
arrival of foreign radar systems at the ECR. It is necessary to
integrate the radar systems into existing government-owned radar
systems in order to support testing of threat environments. Other tasks
associated with the ceilings increases are related to additional
instrumentation and validation requirements that will result from the
arrival of the foreign radar systems at the ECR during calendar years
1995 and 1996. Ceiling increases are defined below. Level-of-effort

ONE: From: $1,444,480.00, By: $1,564,081.00, To: $3,008,561.00. The
ECR facility supports analysis, design, development, evaluation,
instrumentation and integration of designated foreign Naval Air Defense
systems along with command, control and communications systems.
Additional support is provided through related electronic warfare
devices and foreign material, specification preparation for threat
simulations and project management support for acquisition of
integrated Naval Air Defense Simulation (INADS) systems. Top Secret
clearance is required on this Indefinite Delivery/Indefinite Quantity,
Cost Reimburseable contract. This ceiling increase will be negotiated
with the incumbent contractor, Electronic Warfare Associates, 13873
Park Center Road, Ste. 500, Herndon, VA 22071, on an Other Than Full
And Open Competition basis in accordance with FAR 6.302-1, Only One
Responsible Source And No Other Supplies Or Services Will Satisfy
