Management Policy), requires post- secondary education for between 20
to 60 students, in increments of 20, to prepare them for entrance to
the U.S. Service Academies. Instruction to be conducted from August
1995 to May 1996, with potential follow-on program during Academic Year
1996-1997. Academic instruction shall include chemistry (conceptual and
math-based, with laboratory); physics (conceptual and algebra-based,
with laboratory); mathematics (algebra, trigonometry, analytic
functions, and calculus through derivatives); English (composition and
literature, effective writing); computer skills (word processing and
spreadsheets); and study skills (including reading speed and
comprehension). Curriculum to consist of a minimum 30 weeks with a 15-
student optimal class size. The objective of the test program is to
evaluate respective strengths and weaknesses of existing and private-
sector preparatory school programs through design and analysis of
measures of effectiveness of remedial education and physical fitness
training. The project will compare total public costs of producing a
graduate considered qualified to enter a Service academy. These
comparisons will assist officer accession planners, academy admissions
commmittees, and the Department in providing the most effective means
of preparation of candidates for successful Service academy
performance. The contractor will recommend methods of improving student
ability in the above areas, including classroom and laboratory hours of
instruction, instructor/student ratio, faculty credentials, textbooks,
and student testing. Requests for a copy of the solicitation or
Request for Proposal, which will be issued approximately 20 April 1995,
must be in writing. This acquisition is unrestricted, and will be based
