The Department intends to competitively acquire the services of a contractor to refinance Section 235 Mortgages to Section 235(r) mortgages to reduce the federal subsidy. As a part of its offer, all offerors shall provide evidence that meets the following prerequisites, otherwise the offer will no longer be considered further under the evaluation factors for award: 1) Offeror must be a FHA-approved and Direct Endorsement lender; 2) Offeror (lender) and its principals and underwriters must be in good standing with the Department; 3) Offeror, principals, and underwriters must not have administrative sanctions pending or adjudicated against them by the Government. All pending actions to include those of the Department must be disclosed and explained; and, 4) Offeror must service and administer at least 200 Section 235 mortgages that are actively receiving a Section 235 subsidy.
