The Army Research Laboratory requires a technique to investigate electronic properties of thin and thick film and bulk ceramic materials. A procurement for a commercial off the shelf ferroelectric test system, P/N RT6000HVS, is required. This system will determine both dielectric and the loss properties of the materials to be used for phased array antenna and other electronic applications. The RT6000HVS is a unique ferroelectric test system designed to test and electrically characterize bulk ceramic piezoelectric and nonlinear thin film and bulk ferroelectric devices, with device test range of +/- 4000V DC. It is intended to award a contract on a sole source basis, pursuant to FAR 6.302-1. Extensive market research has demonstrated that there is only one vendor capable of meeting the Government's minimum needs. The proposed contract action is for an item for which the Government does not own specifications and drawings to permit full and open competition. Firms that recognize and can produce the required item described above are encouraged to identify themselves and give written notification and provide supporting evidence to the Contracting Officer within fifteen (15) calendar days after date of publication of this sysnopsis. The final determination by the Government not to open this requirement to competition, based on any information provided, is solely within the descretion of the Government.
