works Post remarks the city of Bulawayo, through the government of
Zimbabwe has received a loan from the international Bank for
reconstruction and Development (IBRD) in various currencies towards the
cost of the second urban sector and regional Development Project, and
intends to apply part of the proceeds of this loan to eligible payments
under the contract for which this invitation for bids is issued payment
by the IBRD will be made only at the request of the borrower and upon
approval by the IBRD in accordance with the loan agreement, and will be
subject in all respects to the terms and conditions of that agreement
no party other than the borrower shall derive any rights from the loan
agreement or have rights to the loan proceeds, except as the world

installation, pre-commissioning, testing and handing over of mechanical
equipment for a new biological nutrient removal sewage treatment plant
to treat 15 ml/D of sewage, to be constructed adjacent to the
Municipality's existing southern areas sewage treatment (sast) works
interested eligible bidders May obtain further information from and
purchase bid documents on submission of a written application and upon
payment of a non refundable fee of Z$1000 00 (one thousand Zimbabwe
dollars) approximately US$120 00 (one hundred and twenty United States
dollars) from Department of Engineering Services Municipal Offices,

a bid security in an amount of Z$600,000 (six hundred thousand
Zimbabwe dollars) approximately US$72,000 (seventy two thousand United
States dollars) or the equivalent in a freely convertible currency in
one of the following forms (a) a Bank guarantee or irrevocable letter
of credit issued directly by a Bank located in employer' s country or
abroad acceptable to the employer, in the form provided in the bidding
documents (B) a cashier's cheque, certified cheque or cash. In the
comparison of evaluated bids, the employer will grant a margin of
preference to plant and equipment manufactured in the employer's
country in accordance with the procedures outlined in the bidding
documents a single stage bidding procedure will be adopted and the
provisions of Section iia instructions to bidders for a single stage
bidding will apply to this invitation bids will be opened publicly at
the time and date and at the address named in the bid sheet preceding
the instructions to bidders for their bids to be considered, bidders
must demonstrate the following Basic minimum qualification criteria (a)
an annual turnover of at least US$4 million or equivalent in a freely
convertible currency. (B) liquid assets or an agreed line of credit of
at least Z$6,0 million (six million Zimbabwe dollars) approximately
US$720,000 (seven hundred and twenty thousand United States dollars )
or equivalent in a freely convertible currency. (C) experience as a
prime contractor on at least 2 (two) projects of equivalent size and
complexity to this contract over the last 10 (ten) years. (These must
be at least 70% (seventy percent) complete at bid date). (D) a cont
ract manager with at least 5 (five) years experience in similar works.
(E) access to the necessary contractor's equipment. Bidders May be
