A -- COMBAT CASUALTY CARE POC Point of Contact: K. Kaliveas (301) 295-2247. Broad Agency Announcement (BAA): Combat Casualty Care. NAVMEDRSCHDEVCOM supports contracts and grants in the area of combat casualty care. Projects are funded for a one to three year period based on evidence of significant progress toward the objectives of the program. The NAVMEDRSCHDEVCOM combat casualty care program is most interested in receiving proposals dealing with any of these several research areas: 1) development of blood component substitutes, 2) preservation of blood components and blood component substitutes, 3) prevention and treatment of hot and cold weather-induced injuries, 4) transplantation technology, and 5) resuscitative fluids. The NAVMEDRSCHDEVCOM will consider any proposals addressing combat casualty care that meet all of the selection criteria noted below. This announcement constitutes a Broad Agency Announcement as contemplated by FAR 6.102(d)(2). This announcement will be open for one year from issuance of this notice. Proposals may be submitted any time during this time period. Awards will be made during the first quarter of the fiscal year. Award decisions will be based on a competitive selection of proposals after administrative and scientific peer review. The two major criteria that are applied in evaluating all proposals are innovativeness and Navy uniqueness. The innovativeness criterion requires that the work represent an advancement in technology, such as development of new methods or techniques, or a significant enhancement of existing technology. Ideally, the innovativeness of the proposal would build upon recent developments in science. Proposals whose main objectives are to conduct analyses, literature reviews, or program evaluations are not encouraged. The Navy uniqueness criterion requires that the work be directed toward the solution of a significant problem faced by the Navy or Marine Corps that will not be resolved in the foreseeable future by other ongoing research in the military, or civilian academic and/or commercial communities. This does not mean that the results must have immediate benefit, but rather that the eventual applicability of the results should be clearly evident. In determining Navy uniqueness, reviewers often solicit evaluations from representatives of Navy/Marine Corps organizations that might ultimately benefit from the work. In addition to the above criteria, three other important factors include the availability of 1) qualified personnel, 2) necessary research facilities, and 3) realistic proposal costs. All five criteria must be directly addressed and justified in the proposal submission.
