(619) 939-7449. The Naval Air Weapons Center Weapons Division
(NAWCWPNS) China Lake, CA is seeking sources capable of producing an
advanced Precision Guided Cruise Missile based upon an acquisition data
package developed and validated by a joint government and industry
team. NAWCWPNS is engaged in a feasibility study directed by PEO-CU to
develop information needed by DoD to determine the potential for an
affordable production of 500 to 1000 highly precise, survivable,
air-to-surface missiles. The primary focus of this project will be to
examine innovative acquisition approaches and government/industry
teaming strategies. This program is envisioned as an acquisition model
program under the Perry Initiative. The initial air vehicle data
package will be developed through a NAWCWPNS project based upon
existing missile assets, documentation, hardware in the loop models,
and proven technologies. It is envisioned that the avionics package
will be a low cost, off-the-shelf or near term development package
which will be provided by industry. The integration of these packages
will be a joint teaming of government and industry participants and
will include the re-hosting of proven guidance and control algorithms
on the new avionics package. The government expects to issue a
competitive solicitation sometime in GFY-96, resulting in a single
award. The contractor selected will participate with the government in
the completion of the EMD phase and proceed into Low Rate Initial
Production (LRIP). Full rate production is expected to begin in
GFY-2000. NAWCWPNS intends to provide unclassified briefings to
industry on the objectives and thrust of the project, and to conduct
individual contractor discussions to answer questions and obtain
information on possible strategies and approaches. The Industry
Briefing will include a description of the proposed NAWCWPNS air
vehicle EMD and preliminary acquisition strategy and schedule. NAWCWPNS
desires contractor input on contractor interest in participation in EMD
integration and testing, and dialouge on what constitutes a streamlined
acquisition model program under the Perry Initiative. Innovative
approaches to acquisition streamlining, teaming strategies, and cost
control are solicited. The Industry Briefing will be held at 0900, 5
