The Internal Revenue Service (IRS) intends to conduct sole source
negotiations with Boston University (School of Management) to acquire
Academic Services in Support of Developing A Strategic Economic
Analysis Framework for the Tax Systems Modernization's Economic
Analysis Process. The IRS has begun the massive effort of modernizing
its existing business and technological operations. The selection of
the optimal alternative, among the options presented, cannot focus on
a single aspect. Instead, the IRS' decision making process must draw on
an understanding of how business and technology interrelate, and the
value that technology provides to the organization. The National
Director for Economic Analysis serves as the principal advisor to the
IRS' Chief Finanical Officer and other top level executives in 1)
certifying annual budget estimates for Tax Systems Modernization; 2)
overseeing an independent cost analysis for Tax Systems Modernization;
3) developing a new economic analysis process for determining Tax
Systems Modernization cost and benefits; 4) conducting
post-implementation reviews. Included in the effort is the development
of strategic decision support models that will assist in selecting
optimal modernization investments. To assist in developing the
theoretical framework in support of future economic analysis and
budgeting processes, the Economic Analysis Division requires an
academic institution that specializes in assessing the fiscal and
economic impact of technology; provides a multi-desciplinary approach
to understanding the financial investment aspects of the business and
technological interrelationship; possesses an established, tested model
for economic decision making; has published research and plans to
continue or increase its work in the private and public sectors in this
field. The Government is anticipating a three year contract (one (1)
year, with two (2) options). No solicitation documents exist and
requests for such will not be considered. If no affirmative,
substantive responses are received within 45 days after the publication
of this synopsis, sole source negotiations will be conducted with
Boston University. No telephonic communications will be accepted.
