Thacker, Contracting Officer, (507)85-5914. The Directorate of
Contracting, U.S. Army Garrison-Panama, is seeking potential sources to
provide Base Operation Support and Services to the Honduran Aviation
Military Academy, Joint Task Force-Bravo and all U.S. units performing
duty at the Honduran Aviation Military Academy (Prior references to
Soto Cano Air Base are to be considered references to the Honduran
Aviation Military Academy, Joint Task Force-Bravo). This support
includes U.S. exercise units operating in the Republic of Honduras and
other units/activities having support agreements with the U.S.
Government. The normal population of Government personnel present at
the Honduran Aviation Military Academy will vary from 490 to 850. The
functional areas of support are: Laundry Services, Full Food Services,
Supply Operations, Facility Engineering Services, Transportation
Operations, Maintenance Operations, Class I Operations (Subsistence),
Morale/Welfare/Recreation and Billeting Services. This installation is
located 50 miles Northwest of the Capital City of Tegucigalpa, 5 miles
Southeast of the City of Comayagua. The U.S. Forces use the
Southeasterly position of the installation. The U.S. Forces' areas
consists of approximately 250 buildings, mostly Central American
Tropical (CAT) wooden facilities with some metal-sided temporary
facilities, 12.5 miles of predominantly gravel roads, 110.3 areas of
improved and 761.5 acres of semi-improved land, a 20,000 barrel
petroleum storage facility and other miscellaneous relocatable
facilities and gravel surfaced areas. The tropical climate has normal
temperature ranges from 65-95 degrees Fahrenheit; May to November is
generally the rainy season. The Government anticipates award of a Cost
Plus Award Fee or a Firm Fixed Price type contract for a Base year
with Four (4) Twelve-month Option periods. Potential sources are
requested to respond to this request for sources by advising that they
have the capability of performing this requirement when requesting a
draft Statement of Work. Each source responding will receive a copy of
the draft Statement of Work and will automatically be placed on the
Bidders mailing list should the Government decide to issue a
Solicitation for this requirement. Potential sources are encouraged to
scrutinize the draft Statement of Work and provide comments as to
better or more efficient methods of conducting or performing this
