Y -- PREQUALIFICATION FOR GENERAL DESIGN/BUILD CONTRACTORS FOR THE DESIGN AND CONSTRUCTION OF NEW, AND/OR EXPANDED FACILITIES WITHIN THE STATE OF HAWAII SOL 052571-95-A-0049 DUE 042095 POC Clair Kenaston, Contracting Officer, (415)794-6157. The San Bruno Facilities Service Office, U. S. Postal Service, is soliciting written expressions of interest from Design/Build firms desiring to be placed on a prequalified contractors list for the design and construction (Design/Build) of approximately new and/or expanded facilities within the state of Hawaii. These facilities are categorized as Delivery and Distribution Centers, Postal Retail Facilities and/or Carrier Annexs. No fixed mechanization is included in these projects. The estimated cost range for each project: from $1,000,000 to $5,000,000 dependent upon size, type, scope of work and location of each individual project. These facilities will be constructed on USPS owned and/or leased sites. Each project will have a design and construction duration that will range from 8 to 16 months. Pre-engineered buildings will be considered. Design and construction (Design/Build) firms interested in being considered for placement on the prequalified contractors list must submit a written request for a prequalification package via U.S.mail. The Design/Build firm must submit prequalification information, including SF's 254 and 255, following a USPS furnished Prequalification package format. These packages can be obtained at no charge on or about March 20, 19953 at the above address. Requests can also be telefaxed to John J. Fraher, Purchasing Specialist at (415) 794-6337. However, a written hard copy of all telefaxed requests must be submitted via U.S.mail. Design/Build firms must submit a prequalification statement to John Fraher, no later than April 20, 1995, by 2:00 pm, with the package identified as Prequalification Package 052571-95-A-0049 on the outside of the envelope. Prequalification statements will be evaluated by the Contracting Officer's staff. Factors that will be evaluated include the following: (1) Both contractor and design Architect/Engineer must have successfully completed at least one comparable design/build project in the State of Hawaii within the past five years, (2) Must provide and prove sufficient financial capacity in terms of bonding, insurance (Errors and Omissions, Construction, etc.) and working capitals to finance more than one project at a time, (3) The Design/Build team must have favorable reference/references from its clients, (4) Capacity (Current workload compared to company resources). Consideration will also be given to: (a) Project Management (Design/Build projects), (b) Company organization, (c) Minority Business Participation and Commitment, (d) Company Safety Program, (e) Company Total Quality Management Program. No fewer than three (3) of the most highly qualified Design/Build firms will be placed on the prequalified list. This list will remain effective for twelve (12) months from notification of placement on the list with a one-year renewal option. In the event the number of prequalified Design/Build firms are not sufficient to insure adequate competition, the Postal Service reserves the right to prequalify additional Design/Build firms that will be eligible to receive solicitations. Firms not selected will be notified within 60 days of receipt of their statements. The U S Postal Service reserves the right to delete from the prequalified list any Design/Build firm that is no longer deemed to be responsible or is otherwise ineligible to receive a contract award. The USPS will issue individual project solicitations to prequalified Design/Build firms only. Each solicitation will request either a guaranteed maximum price (GMP), or a fixed price proposal. Prequalified contractors will be given the option to submit a proposal for one or all projects as they become available. The successful offeror may receive an award of a 30% design contract with a USPS option to award the completion of design and the construction of the facility. The USPS will exercise this option contingent upon USPS approval of individual project funding. The US Postal Service reserves the right to add or delete from the proposed list of projects. Prequalification submittals will not be returned. It is encouraged that submittals be sent via U.S. Postal Service First Class, Priority or Express Mail. No responsibility is assumed for submittals being sent through mail delivery services other than the U.S. Postal Service. Those firms prequalified on the previously issued solicitation (052571-94-A-0018) must reapply if they wish to be considered for Hawaii projects. This is not a Request For Proposal. (0075)
