Scope of Offutt AFB NE Project SGER 88-0060 consists of repairing portions of the natural gas distribution and service line piping, valves, risers, and/or related items to eliminate detected natural gas leaks and deteriorated pipe at various locations throughout the entire Capehart housing area. The repairs will require removal and replacement of pavements at some locations along with associated surface restoration. This action is being considered for 100% set aside for Small Disadvantaged Business (SDB) concerns: however, businesses concerns other than SDB's are invited to bid. If at time of bid opening, SDB bids are determined to be more than 10 percent above the fair market price (reference DFARS 219.502-2-70(a)(2)), this acquisition will be converted to unrestricted. Interested SDB concerns should notify this office, in writing, of their intention to bid on the project as a prime contractor as early as possible but no later than COB 30 Mar 1995. This notification must include a positive statement of eligibility as a small socially and economically disadvantaged business concern. SIC code 1522 applies. The SDB size of $17 million is a three-year average annual gross revenue. Please provide certified reports/statements which will verify this. If a joint venutre is being considered, please provide the combined average annual gross revenue of both companies. This will expedite SDB verification and contract award.
