The FBI is negotiating with Motorola a one-year Indefinite Quantity
Contract, with four option years, for the acquisition of radio
equipment. The FBI has requirements in all field offices for non-coded
(clear), coded (DVP), and secure (Type I classified and unclassified)
transmit and receive modes of radio and data communications through
tone-controlled transparent radio system infrastructures. Transparency
describes a radio system that allows radio users to select and
communicate in any available user-selectable mode of operation through
the same radio system. Radio system must be transparent to any signal
or synchronization method. All units must provide Type I Indictor
encryption capability approved by the National Security Agency. The FBI
is in the process of embedding the Indictor encryption module into its
current radio equipment. Operational compatibility of equipment is a
mandatory requirement for all additions or modifications to FBI radio
systems. Compatibility means that any proposed equipment must be
interchangeable with any existing equipment currently installed in any
FBI field office radio system and operate without either internal or
external modification. All equipment must be in full compliance with
the existing functional requirements and technical specifications in
non-coded, coded, and secure modes of operation whether in the simplex
or repeater mode of operation. The FBI's minimum requirement is that
all newly- acquired equipment be compatible and be able to operate with
existing Motorola equipment. Existing equipment includes mobile radios,
portable radios, base and repeater stations, wireline modems, voting
comparators, console control equipment, and keyfill devices. All
equipment must be transparent to any 12 kilobit/second radio data. The
following is a list of items and/or equipment that the FBI will be
purchasing: Motorola Saber portable radio, Motorola Spectra mobile
radio. Motorola Console Interface Unit, MSF 5000 SECURENET digital base
station/repeater, Motorola MICOR SECURENET S-TAC transparent VHF/UHF
receiver, DIGITAC comparator, CENTRACOM Series II+dispatch console,
CENTRACOM SERIES II+ CONSOLE, CENTRACOM SERIES II+ central electronics
bank, CENTRACOM Series II+ COMPACT dispatch console, Motorola 12
kilobit/second options/equipments, Keyfill devices, and supporting
ancillary devices and options which support the above equipment. The
aforementioned items are incremental components for the FBI tone radio
system. For the FBI radio systems to be transparent it is imperative
that any interested vendor shall demonstrate to the FBI that they are
capable of meeting the specifications of the above equipment. (See Note
