U.S. Army intends to enter into noncompetitive negotiations with Eldec
Corporation, Power Conversion Division, Lynnwood, WA 98036-0100 for the
acquisition of Converter, Power CV-3701A/A, NSN: 6115-01-202-7175,
Eldec Part Number 4-055-02. This synopsis is issued for information
purposes only. Detailed technical data for the manufacture and
acceptance of this unit is not available from the Army. Suppliers
capable of furnishing an alternate unit must so indicate, by writing to
Commander, USACECOM, ATTN: AMSEL-LC-ED-GA-1, Ft. Monmouth, NJ
07703-5000. Response must include documentation such as test results,
copy of purchase order, if the suppplier was a vendor to the listed
source, or a statement from the listed source, or ATCOM demonstrating
that the supplier can, in fact, supply the Army with a unit that will
be physically and functionally interchangeable with the unit that the
current source supplies for this NSN. Supplier(s) may be required to
warrant that the items supplied will satisfactorily perform when used
for the purpose intended by the Army. Only units that have
satisfactorily completed flight testing for this application will be
procured. Suppliers of alternate equipment can have their products
qualified for use in this application at the supplier's costs. Only
written responses will be accepted. Responses to be directed to CECOM,
ATTN: AMSEL-RD-C2-CU-ATC, Ft. Monmouth, NJ 07703-5000. All responsible
sources may submit a bid/quote/proposal which shall be considered by
the agency. The US Army Communications-Electronics Command (CECOM) has
established an Electronic Bulletin Board (EBB) to provide electronic
transmittal of Request for Proposals (RFPs) and Invitation for Bids
(IFBs) from Government to Industry Effective 1 October 1994, ALL
SOLICITATIONS ISSUED FROM FT. MONMOUTH FOR ACQUISITIONS OVER The SMALL
PURCHASES THRESHOLD WILL BE SOLICITED VIA THE EBB. All interested
parties wishing to do business with CECOM are invited to access,
operate, send and receive data from the CECOM EBB system. AFTER 1
OCTOBER 1994, ONLY THOSE PARTIES WHO DO NOT HAVE THE EQUIPMENT
NECESSARY To ACCESS THE EBB WILL BE FORWARDED HARD COPIES UPON REQUEST.
HOWEVER, As OF 1 JANUARY 1995, HARD COPIES WILL NO LONGER BE
DISTRIBUTED. (Exceptions are Post, Camp, and Station acquisitions). All
interested parties wishing to do business with CECOM are invited to
access, operate, send and receive data from the CECOM EBB system. To
become a user of the EBB you will need an identifcation code and
password in addition to a computer terminal equipped with the necessary
hardware and software to interface with the EBB system. This hardware
and software required includes a computer, modem, telephone line,
communication software, word processing software and a printer. If one
intends to print downloaded files (after decompressing) a fast, higher
resolution printer is advantageous. The EBB itself is an IBM compatible
computer running commercial bulletin board software. The EBB is
equipped with Hayes Ultra 14.4 baud modems that are capable of
supporting other Hayes compatible 14,400 baud or lower modems. User's
computer must be equipped with a Hayes compatible 14.4 (or slower)
modem. (Baud rates less than 2400 are not recommended). The EBB runs on
MS-DOS Operating System Software. The majority of files will be created
and stored on the EBB in Microsoft's Word for Windows format since this
is the standard CECOM word processing software. If a file is not in
Word for Windows format, the file will be in Rich Test Format or ASCII
format--a format capable of being imported into Word for Windows.
While not required, a 17'' Super VGA monitor will better accommodate on
screen viewing of certain solicitation documents. Detailed information
regarding system requirements is contained in the US Army CECOM EBB
User's Manual. A User's Manual Identification Code and password will be
issued upon request. All requests must include 1) Company Name, 2)
Point(s) of contact, Name(s) and Title(s), 3) return address(es), and
