TERMINAL AUTOMATION REPLACEMENT SYSTEM (STARS) . Note: What follows are
part 2 of the STARS qualification criteria, which were published in two
parts. 2.0 Software Capability Evaluation (SCE) Experience: BACKGROUND
- The contractor for the Standard Terminal Automation Replacement
System (STARS) shall perform software engineering activities including,
but not limited to, requirements analysis, design, implementation,
integration, test, distribution, installation, enhancement, correction,
upgrade, and maintenance of software. The STARS contractor shall be
both knowledgeable and capable in software engineering skills and
practices to perform these activities. The FAA intends to evaluate the
software engineering capabilities of offerors as part of its source
selection process for STARS, and plans to use the results in its
determination of award.To ensure that offerors are cognizant of
practices for evaluating software capabilities, offerors shall satisfy
the following requirement to participate in source selection
activities for STARS: An independent SCE shall be performed prior to
FAA's conduct of a software capability evaluation related to the STARS
acquisition. The SCE shall be in accordance with the conditions
outlined in sections a, b, c and d below. a) The on-site portion of the
SCE was/shall be conducted after January 1, 1994, but no later than 59
calendar days after the issuance of the final version of the STARS
Request for Proposal. b) The SCE was/shall be performed using The
Capability Maturity Model for Software, Version 1.1 as described in
CMU/SEI-93-TR-24 and Key Practices of the Capability Maturity Model,
Version 1.1 as described in CMU/SEI-93-TR-25. Both documents were
issued by the Software Engineering Institute (SEI) of Carnegie Mellon
University in February 1993. c) The SCE was/shall be performed by an
evaluation team that is trained in SCEs by the Software Engineering
Institute, or is trained by an SEI-authorized source of SCE training.
d) The SCE was/shall be performed on programs and/or projects at the
corporate or division cost center that will perform or will be
responsible for STARS software engineering activities. This requirement
is applicable to the Prime contractor as well as to each corporation,
or to each division of a corporation (if such divisions exist), that
intends to perform software engineering activities for STARS. The Prime
contractor is responsible for ensuring that all software subcontractors
satisfy this requirement.Deliverables:To substantiate the ability to
meet criteria 2.0 above, the vendor shall supply to the STARS
Contracting Officer the following items: A letter of certification from
each corporation or division that a Software Capability Evaluation
(SCE) has been/shall be conducted on programs and/or projects of the
corporation or division under the conditions described in sections a,
b, c and d above. Contact information for the evaluating organization
and the evaluated organization(s) to be submitted within 60 days of the
formal STARS RFP release. Contract information includes organization
names(s), point(s) of contact, evaluation date(s) and location(s) of
evaluation(s).NOTE: The Government reserves the right to contact
evaluating and evaluated organizations to verify compliance with the
qualification criteria and conditions of the evaluation.Information
about Software Capability Evaluations (including sources for obtaining
evaluations) is available from SEI Customer Relations, 412-268-5800.
3.0 System to be Bid:In addition to meeting the certification
requirements established for criteria 1.0 and 2.0 above, vendors shall
submit to the Contracting Officer a letter certifying that the system
which will be evaluated for the STARS solicitation beginning at the
Operational Capability Demonstration (OCD) must: a) Be a digitially
based system that accepts digital surveillance inputs. b) Be an open
architecture system, in that the application software can be ported to
multiple hardware platforms (Sun, HP, RISC, etc), and the system
consists of COTS hardware. Any non-COTS components must be approved by
the Government. c) Have the ability to interface with two (2) short
range (ASR-9) and one (1) long range (ARSR-3, CD-2 format) radar
simultaneously. d) Have the ability to process flight data in
accordance with FAA NAS protocols (NAS-MD-631, NAS-MD-640, and
NAS-MD-315). At a minimum, the following specific messages are
required: Initiate Transfer (TI), Track Update (TU), Cancellation (CX),
Flight Plan (FP), Amendment (AM), Data Accept (DA), Data Reject (DR),
Accept Transfer (TA) and Departure Message (DM). e) Contain adaptable
Computer Human Interface (CHI) parameters which can be modified without
requiring a recompile of the source code. At a minimum the ability to
change the format and content of the datablock without recompiling the
source code is required. NOTE: Requirements are not all inclusive of
the mandatory requirements to be evaluated at source selection.
Complete details of the evaluation will be available in the draft RFP
and associated plans.The certification letter shall indicate, by
company name and applicable division, any and all team members(s) whose
system(s) and/or capabilities are referenced as a part of the response
to the minimum qualification criteria. In addition, the vendor shall
notify the STARS Contracting Officer, in writing, of the elimination,
addition or other significant change in role, of any team member.
Should a team change in structure following the minimum qualification
criteria, the Government reserves the right to requalify the new team
to verify that it still meets the minimum qualification criteria. The
vendor shall also submit a system description of the STARS system to be
demonstrated at OCD to the Contracting Officer no later than ninety
(90) days following submission of the offeror's certification letter.
IN THEIR DECISIONS TO TAKE PART IN THE STARS ACQUISITION, POTENTIAL
OFFERORS ARE ADVISED THAT THE GOVERNMENT PLANS TO REQUIRE INDUSTRY
ACCEPTANCE OF THE FOLLOWING CONDITION: Recognizing that Offerors have
a statutory right to challenge Government procurement decisions under
41 U.S.C. 759 et. seq. and other statutes, and given the compelling
need to field the Standard Terminal Automation Replacement System
(STARS) within the nation's air traffic control system, as a condition
of competing on the STARS procurement, this Offeror and any team that
it is a part of will neither seek nor obtain a suspension of the
Government's Delegation of Procurement Authority, nor similar action
(e.g., injunction or temporary restraining order), in any legal
challenge before and after award.Additional information concerning this
planned acquisition will be provided at the soonest possible date via
separate announcement. THIS IS NOT A REQUEST FOR PROPOSAL SYNOPSIS NOR
IS THE FAA SEEKING OR ACCEPTING UNSOLICITED PROPOSALS. The required
certification for the STARS minimum qualification criteria must be
