(619)939-8158. The Naval Air Warfare Center Weapons Division (NAWCWPNS)
China Lake, CA is sponsoring a Broad Agency Announcement (BAA) on
Innovative Weapons Technology-Theater Ballistic Missile Defense (TBMD).
Proposals which provide innovative approaches for 6.2 weapons
technology topics for both air and surface launched TBMD weapons are
solicited. The effort is intended to 1) identify high value technical
efforts for potential incorporation into the fiscal year 96 and 97
planning process for the Air Weaponry Technology Program. 2) involve
industry in the small scale, proof-of-concept, mission focused,
exploratory development program. Innovative technologies that support
current and upgraded systems will be considerd as well as technologies
that have insertion opportunities beyond 10 years. The products of the
Air Weaponry Technology Program may consist of components that will
envolve system or subsystem performance, tools, and models to support
design analysis and performance definition, testbeds to evaluate design
approaches, or advanced concepts in order to define technology
objectives and performance. Topical areas of interest: 1) Interceptor
object discrimination at extended ranges, 2) Interceptor aimpoint
selection and control, 3) Shipboard compatible (safe) divert,
propulsion, attitude control systems and related phenomenology, 4)
Long-range/high-speed propulsion for the Boost-Phase Intercept Mission,
and 5) Endo-/Exo-atmospheric interceptor commonality. Proposals for
each topic area or approach should include 1) a description of the
technology/technical objective, its applicability to the topical area
of interest, and performance/payoff expected, 2) technical issues to be
resolved, 3) background, approach or program plan, milestone schedule,
4) capabilities or related experience, and 5) a cost proposal for the
proposed effort. A separate proposal shall be submitted for each
topical area of interest. Proposal evaluation will be based on the
following criteria: Relevance and contribution to Navy TBMD mission
needs; Overall scientific and technical merit; Uniqueness of the
concept; Quality and adequacy of the approach; Offeror's capabilities,
related experience, facilities; Offeror's ability to effect transition
of the candidate technology; Qualifications, capabilities, and
experience of key personnel assigned to the project; and Realism of the
proposed costs. Proposals should be scoped for an effort not exceeding
three manyear level per year. Contract periods of performance could
range from one to three years. Requests for the BAA information package

receive a BAA package with instructions for proposal preparation and
submission, appropriate format to be used, criteria for proposal
evaluation, and proposal submission date. Proposals will be due not
later than 45 days from the BAA information package release date.
