513-255-6908. This is part 3 of PRDA #95-03, parts 1 thru 2 were
published on Monday 20 Mar 95. The selection of one or more sources for
award will be based on an evaluation of an offeror's response (both
technical and cost aspects) to determine the overall merit of the
proposal in response to this announcement. The technical aspect, which
is ranked as the first order of priority, shall be evaluated based
upon the following criteria which are of equal of importance: (1) new
and creative solutions, (2) the offeror's understanding of the scope of
the technical effort, (3) soundness of offeror's technical approach,
(4) the availability of qualified technical personnel and their
experience with applicable technologies, and (5) organization, clarity,
and thoroughness of the proposed D/S. Cost, which includes
consideration of proposed budgets and funding profiles, is ranked as
the second order of priority. No other evaluation criteria will be
used. The offeror shall identify technical data or computer software to
be delivered with other than unlimited rights. In accordance with DFARS
227.403-71(b)(2), limitations on the government's ability to use or
disclose such technical data or computer software will be included as
a cost consideration. Accordingly, the offeror shall submit a price for
which it would provide proprietary technical data to the government
with Government Purpose License Rights and provide proprietary computer
software to the government with the following restricted rights: rights
to use, duplicate, release or disclose in whole or in part, in any
manner and for government purposes only. The technical and cost
information will be evaluated simultaneously. The Air Force reserves
the right to select for award of a contract, grant, or cooperative
agreement any, all, part or none of the proposal(s) received. Award of
a grant to universities or non-profit institutions or cooperative
agreement, in lieu of a contract, will be considered and will be
subject to the mutual agreement of the parties. H--POINTS OF CONTACT:
