C -- A-E SERVICES ARE REQUIRED FOR AN INDEFINITE DELIVERY-TYPE (MECHANICAL-ELECTRICAL) CONTRACT FOR CENTER FOR PUBLIC WORKS, ALEXANDRIA VA (WORLDWIDE) SOL DACA31-95-R-0053 POC Charlene V Brown (703) 805-2987, Contracting Officer, Marie E Raglind, (703) 805-2970 Architect-Engineer support services are required to provide mechanical-electrical engineering assistance which should result in efficient, safe utility plant/ system operation. Services required consist of engineering studies, testing and evaluation concepts, systems parameters and utilities systems; preparation of one-line drawings of existing systems and proposed solutions using CADD system specified in task order, troubleshooting and expert engineering advice on commponents and utility systems; preparation of studies, manuals, reports and SOP's pertaining to operation and maintenance of utilities; analysis of data to determine/recommend project to improve efficiency/operability/maintainability and safety of utility plants; engineering and mathematical/statistical analyses/evaluations related to utility, facility, equipment and component systems; performing life-cycle cost analyses for recommended project; analysis of existing O&M procedures, equipment, policies and practices including staffing and state-of-the-art and conceptual engineering advances, and engineering studies, and preparation of project documents. Contract will include the following provision: field surveys/inspection of boilers, furnaces, chillers/air conditioning system, HVAC distribution (piping & duct) system, fuel supply storage and distribution systems, supporting systems (to include but not limited to deaerators, chemical feed systems/equipment, air cooled condensers and cooling towers, heat exchanges, steam traps and turbines), components and controls, engineering studies and analyses of the utility systems, equipment and operations with recommendations in report from backed by calculations, drawings and project documents. All work performed or products developed under this contract will consider and comply with environmental, health, safety, regulatory and technical standards/quidelines. AE firms must have the capability, knowledge and experience in all engineering disciplines (critical are mechanical and electrical) related to utility plant operation. Firms shall be capable of providing final products in reproducible hard copy and on floppy disks. Narrative reports shall be in WordPerfect 5.1 (or later version) and easily read by an IBM compatible AT computer. Drawings shall be in AutoCadd or Intergraph- compatible CADD systems on 3.5 inch, 1.44M Disk. Contract will be for a 12-month period and will contain an option to extend for 12 additional months. Cumulative total of each contract award shall not exceed $750,000.00 per year. Individual delivery orders for each contract shall not exceed $150,000.00 Subcontracting Plan Requirments: If the selected firm is a large business concern, a subcontracting plan with the final fee proposal will be required, consistent with Section 806 (b) of PL 100-180, PL 95-507, PL 99-661 and PL 100-656. A minimun of 25% of the total planned subcontract dollars shall be place with small business concerns. At least 5% of total planned subcontracting dollars shall be placed with small disadvantaged businesses, Historically Black Colleges and Universities or Minority Institutions. At least 5% of total planned subcontracting dollars shall be placed with women-owned businesses. SF 255 must be submitted for prime, joint ventures, and consultants. The 255 and 254 shall clearly indicate the staffing of the office(s) shown to do the work. If a firm as more than one office, Paragraph 7c of the 255 shall show the office location of each staff member.
