X281 The Naval Undersea Warfare Center, Newport Division intends to
acquire on-site software engineering services to support the wide range
of Digital Equipment Corp. software products currently being utilized
in the VAX Cluster Computer Operations by placing a delivery order with
Digital Equipment Corp. against its FY 95 GSA Schedule contract
GS00K95AGS5674. The software engineer shall perform on-site analysis
and design, coding, testing, debugging, performance tuning, error
analysis and correction, software upgrades and maintenance of large
scale projects to support the system software environment on VAXcluster
computer systems located in Newport, RI. The Period of Performance
shall be from 01 APR 1995 TO 30SEP 1995. The Primary Period of
Performance shall be from 0800 to 1700 Monday thru Friday. The
Contractor shall provide on-site back-up coverage, if requested by the
Government, for the software engineer during time of extended absence
from work as for vacations or sick leave. The Software Engineer shall
have completed at least one year of study beyond a Bachelor's Degree
in areas of computer science, software engineering, or related
technical subjects. The Software Engineer shall have at least ten years
experience working in VAX/VMS software environment, seven years of
work-related experience in designing and debugging large, complex
Digital Control Language (DCL) programs and a knowledge of VAX assembly
language programming (MACRO), obtained either by having completed a
MACRO training class or one year related experience. The Software
Engineer shall have a minimum of six years of work-related experience
in VAX/VMS System Management of the following systems: VAX 11/785, VAX
8600, VAX 8800, VAX 8820 and VAX 7620. At least five of those years
shall have been in C1- based VAXcluster environment with more than
1,000 users where management and performance of the VAXcluster was
included as responsibilities. The Software Engineer shall vane a
minimum of seven years experience with the following DEC proprietary
software products: VMX, VMS MAIL, FORTRAN, COBOL, BASIC, LSE, DECALS,
DECPAGE, DECGRAPH, RDB, DTR, TDMS and DECNET. A minimum of five years
experience with each of the following DEC proprietary software
products: ALL-IN1, WPS-PLUS, TEAMDATA, and RALLY. A minimum of three
years experience with each of the following DEC proprietary software
products: CDD+, DMNS, DQS and DECREPORTER. A minimum of one year
experience with each of the following DEC proprietary software
products: DECPS, MOTIF, DECFORMS( MMS and DECTRACE. A minimum of four
years experience with PATHWORKS including design and configuration of
PATHWORKS networks, PATHWORKS internals and installation and management
of the PATHWORKS software. A minimum of two years experience with DEC
LAT protocol and DECSERVER terminal and print servers. All responsible
sources are invited to identify their interest and capability to
satisfy this requirement by submitting technical and cost data.
Responses must be submitted with 15 days after date of publication of
this notice and shall contain price quotations, as well as clear and
convincing documentation indicating it is advantageous for the
Government to consider sources other than the GSA schedule contract
GS00K95AGS5674. A request for a copy of the solicitation document will
not be considered an affirmative response to this notice. No
solicitation document currently exists. If no affirmative written
response is received within 15 days of publication of this notice, an
order will be placed against the GSA schedule contract identified
above. All responses from responsible sources will be considered. As a
result of analyzing responses to this synopsis of intent, the
Contracting Officer may determine that a solicitation will be issued.
If a solicitation is issued, no additional synopsis will be published.
Any such solicitation will be issued to the intended schedule vendor
