with three (3) self addressed, self-sticking mailing labels. Telephone,
fax, walk-in requests, and requests without mailing labels will not be
accepted or honored. The Agency for International Development (USAID),
Center for Democracy and Governance, has a requirement for the
technical services of a contractor to assist host country public and
private organizations to manage successful policy implementation
consistent with democratic governance and strategic management under
the Implementing Policy Change II Project. The Contractor will have the
responsibility of providing services to support host country
organizations in their management of policy implementation using an
iterative strategic management and learning process of collaborative
assessment, analysis, planning and action. The contractor shall provide
applied research to: review the experience of others to inform
technical assistance (TA); conduct analyses or prepare baseline
studies; and draw lessons from policy implementation and TA experience
by the project. The contractor shall also create opportunities for
partner country policy managers and stakeholders to learn about, and
apply strategic management to policy change. A Request for Proposal
(RFP) will be issued on or after fifteen days from the date of
publication of this notice. The deadline for receipt of proposals will
be 45 days after the date of the RFP issuance. All responsible sources
may submit a proposal which will be considered by USAID. SUBCONTRACTING
WITH DISADVANTAGED ENTERPRISES: Unless the offeror is a disadvantaged
enterprise (Gray Amendment entity), no less than 10 percent of the
total value of the contract will have to be subcontracted to
disadvantaged enterprises (U.S. socially and economically
disadvantaged, including women-owned, businesses; historically black
colleges and universities; U.S. colleges and universities with at least
40 percent Hispanic American students; and U.S. private voluntary
organizations controlled by socially and economically disadvantaged
individuals, including women.) To help identify potential
subcontractors, a list of organizations requesting this solicitation
will be prepared as of the date of issuance of the solicitation and
will be provided with each solicitation that is sent from this office.
The purpose of this list is to help identify potential subcontractors.
When requesting the solicitation, organizations are encouraged to
indicate, on the self-addressed mailing labels whether they are a small
business (SB), small women-owned business (SWOB), small disadvantaged
business (SDB), large disadvantaged business (LDB), historically black
college or university (HBCU), college or university with a student
population at least 40% Hispanic (HCU), or a Private Voluntary
Organization controlled by minorities or women (D-PVO). By providing
the list, USAID is not endorsing the listed organizations as being
capable of carrying out the activity, nor does USAID verify the claimed
status of the organization. Proposals not including such subcontracting
may be considered to be unacceptable. SUBCONTRACTING WITH SMALL AND
SMALL DISADVANTAGED BUSINESS CONCERNS: In addition to the above
requirement, in accordance with FAR part 19.704, a small business/small
disadvantaged business subcontracting plan must be submitted unless the
offeror is a small business or small disadvantaged business. This CBD
