The proposed contract action is for services which the Government intends to solicit and negotiate with Water Education Foundation, a non-profit organization, unless as a result of analysis of acceptable responses to this notice a determination is made by the Government to issue a competitive solicitation. The Sacramento District Corps of Engineers is seeking to identify sources that can produce a 90 minute television program for public television broadcast that addresses Sacramento Area flood control issues. The program will include a video segment explaining Sacramento's flood history, existing flood control measures and facilities, determination of the flood threat and potential flood control solutions, and how community interest affects those solutions. The program will include a panel discussion of area flood problems and flood control solutions. The panel discussion will include studio audience and viewer participation. Both the studio audience and home viewers equipped with interactive video equipment may respond to questions and responses will be tabulated. All interested persons may respond or submit proposals. Proposals must include evidence of the responder's capability to produce this project. Letters of interest without statements of prior experience or indication of capability to perform this work will not be considered. Submittals should not be voluminous or include examples of work (videos) as this office has no resources to evaluate such examples. Responders must provide indication of their status as a for profit or non-profit organization. Proposals must be based on information contained in this announcement as no solicitation package is available. This notice of intent is not a request for competitive proposals. All proposals received within 45 calendar days after the date of publication of this synopsis will be considered by the Government. See Note 22. A determination by the Government not to compete this proposed contract is within the discretion of the Government. (0076)
