Contracting Officer. The Patent and Trademark Office intends to
negotiate on a sole source basis with the Corporation for Public
Broadcasting to manage the development, production, and placement of a
documentary about the history of the patent system in America to be
shown on the Public Broadcasting System. The Patent and Trademark
Office will provide startup funding for research, scripting, and
shooting of a partial segment. The Corporation for Public Broadcasting
will obtain the necessary funding to complete the project which will
entail research of the U.S. patent system, interviewing living members
of the Inventor's Hall of Fame and others with knowledge and
experience with the patent system, and reviewing material at the
National Archives, the Smithsonian Institute, the National Inventor's
Hall of Fame in Akron, Ohio, and the files and records of the Patent
and Trademark Office. Also required will be the writing of the script
and the shooting and editing of a partial segment of the documentary
that is at least ten minutes in duration. The segment shall then be
shown to potential corporate and foundation underwriters of the
documentary. The goal of this process is to produce a one hour program
to be aired on nationwide television on the Public Broadcasting System
in order to enhance awareness regarding the vital role invention and
inventors have played in the history of our country as well as in the
development of our economy. Only the Corporation for Public
Broadcasting has the capabilities to ensure total funding for the
project and has the knowledge of the current operating environment of
the Public Broadcasting System to obtain distribution on nationwide
television. Authority for other than full and open competition is 41
U.S.C. 253(c)(1) and FAR 6.302-1. It should be noted that this is not
a solicitation, but a statement of the Patent and Trademark Office's
intent to negotiate on a sole source basis with the Corporation for
