The solicitation consists of four projects. The basic contract includes
the following: 1. MCON P-295, UTILITIES AND SITE IMPROVEMENTS-PART A
which includes the furnishing of all labor, materials, and equipment to
demolish portions of a building; extend utility distribution systems,
including the installation of an electrical substation; provide
landscaping, installation of an irrigation system; and construct a
Beverage Store, two gatehouses, perimeter fencing, roads, sidewalks,
and incidental related work. 2. BRAC P-300T, PARKING STRUCTURE-PART C
which includes the furnishing of all labor, materials, and equipment to
relocate a combined sewer line and water transmission line and to
construct a 7 level parking structure on auger-cast piles, and
incidental related work. 3. BRAC P-305T, PLAYING FIELDS-PART D which
includes the furnishing of all labor, materials, and equipment to
demolish a building that contains hazardous materials, relocate an
electrical substation, and construct softball and soccer/football
fields, complete with service support structure, lighting, parking,
fencing, landscaping, and incidental related work. The option would
include the fourth project, MCON P-279, FLEET PARKING LOTS-PART B which
includes the furnishing of all labor, materials, and equipment to
construct surface parking lots, complete with lighting, storm drainage
and drainage swales, landscaping, sidewalks, and incidental related
work. Source Selection Procedure will be used. Offerors will be
required to submit technical and price proposals in accordance with the
requirements of the Request for Proposals. The technical factors are:
1. Maximize Temporary Fleet Parking; 2. Minimize Disruption to Traffic
Flow; 3. Scheduling; 4. Management of Subcontractors; 5. Past
Performance; and 6. Subcontracting. During performance of this work,
asbestos, hazardous waste, or pollution abatement may be encountered.
Plans and specifications will be available on or about 06 April 1995 at
no charge until supply is exhausted. Contract completion time is 502
calendar days for the basic contract and 45 calendar days for the
option. Estimated range is more than $10,000,000.00. Solicitation
packages may be acquired in person from Plan Issue or by mail.

your request to Engineering Field Activity Northwest, Attention: Plan
Issue, Naval Facilities Engineering Command, 19917-7th Avenue NE,
Poulsbo, WA 98370-7570. Your request must include the solicitation
number N44255-93-R-9094, complete company name, address, telephone
number including area code, and whether bidding as a
prime/subcontractor/supplier. Plans holders lists will not be faxed.
The Standard Industrial Classification Code is 1542. The related small
business size standard is $17 million. Offerors shall submit a
subcontracting plan. The procurement is open to all business concerns.
All responsible sources may submit a bid/proposal which will be
