Information regarding sources is being sought for the purchase of 28
each commercial chest style freezer units capable of cooldown and
storage of frozen blood products and eutectic containers. Requirements
are as follows: Freezers shall employ a redundant dual cascade
compressor system for reliability. Freezers shall utilize 3-Phase, 208
VAC, 50/60 HZ power. Power connection of the freezers shall be
3-Phase, 4-Wire, AWG #10 cord with 30 AMP, 250 VAC, 3-Phase male plug,
Hubbell part No. 27CM21 or equivalent. External dimentions of each
freezer shall not exceed 121'' length by 32 5/8'' wide by 46 1/2'' high
and have an internal capacity of approximately 32 cubic feet. Each
freezer shall be capable of cooling up to 35 thawed Eutectic
containers, initially at 24 degrees C, to a temperature between -90
degrees C and -80 degrees C in less than 46.6 hours. Eutectic
containers are plastic containers 7 3/4'' X 12 1/2'' X 2 1/2'' and are
filled with 2.6 liters of solution comprised of 58% by weight dowtherm
SR-1 and 42% distilled water. Freezer power draw shall not exceed
13.8kw (peak) or 8.5kw continuous. The weight of each freezer shall not
exceed 2.500 lbs. Each freezer shall have a monitor capable of
indicating the actual storage cabinet temperature and the set-point
temperature. Each freezer shall also have a seven day circular
temperature recorder that is accurate to within 1 degree C over the
range of -100 degrees C to zero (0) degrees C. Each freezer shall
withstand the efects of a 25G shock with no functional degradation. The
mean time between critical failure (MTBCF) shall be greater than 4,272
hours. The mean time between corrective maintenance actions (MTBCMA)
and mean time between failures (MTBF) shall be greater than 1,927
hours. During long-term storage, the MTBCF shall exceed 24,329 hours.
During long-term storage, the MTBCMA and MTBF shall exceed 12,667
hours. The preventive maintenance required shall not exceed 1.2
man-hours and shall not be required more often than once every 6

not intended as a pre-selection evaluation. An Ombudsman has been
established for the acquisition. The purpose of the Ombudsman is to
receive and communicate concerns from potential offerors when an
offeror prefers not to use established channels to communicate his
concern during the proposal development of this acquisition. All
potential offerors should use established channels to voice concerns
before resorting to use of the Ombudsman. The Ombudsman will
communicate certain offeror's issues, disagreements and recommendations
on this acquisition into proper channels. The Ombudsman's role is not
to diminish the authority of the Program Director or the Contracting
Officer, but to advocate an offeror's concern on a non-attribution
