Contracting Officer, 919/541-3165. The Environmental Protection Agency
has a requirement for technology transfer for stratospheric protection
for EPA's Office of Air and Radiation. The tasks to be performed by the
contractor include highly complex analytical support for technology
transfer to developing countries, evaluation of industrial structures,
environmental laws, and policies of various nations and international
institutions. The contractor shall evaluate and assess various funding
mechanisms available for technology transfer and analyze international
markets of goods and services which affect the environment. The
contractor shall apply complex statistical analyses to trade data to
evaluate international market trends. The contractor shall provide
complex technological assessments, economic analyses and engineering
analyses in the following areas: automobile air conditioning;
commerical, industrial, and supermarket refrigeration; foam insulation;
solvents and aqueous cleaning; methyl cholorofoam uses and substitutes;
and fire fighting. The contractor shall also perform analytical support
tasks in designing, developing, implementing, and maintaining
analytical tools for program management functions related to technology
transfer to developing countries. A cost-reimbursement level-of-effort
type contract is anticipated with a period of performance of 12 months
plus 4 12-month option periods. The estimated level-of-effort is
226,000 hours for the entire five year contract. The applicable SIC
code is 8731 which has a size standard of 500 employees. Prospective
offerors shall submit a written request to the above adress along with
two self-addressed mailing labels. One copy of the preliminary source
list will be provided with the solicitation. The estimated
solicitation issue date is April 26, 1995. All responsible sources may
submit a response which will be considered by the Agency. Only a
limited number of copies are available on a first-come first-serve
basis. Only one copy shall be issued to a corporate entity, regardles
of the number of requests from one or more different geographic
