Environmental Protection Agency has a requirement for implementation
and review of programs for stratospheric protection for EPA's Office of
Air and Radiation. The tasks to be performed by the contractor include
highly complex analytical support for technology assessment, economic
analysis, engineering analysis, emissions estimation and computer
systems modeling in areas such as refrigeration and refrigerant cycles,
compressor/heat exchangers, automobile air conditioning, foam
insulation and packaging, flammability evaluation of alternatives to
ozone-depleting substances, solvents and aqueous cleaning, methyl
cholorfoam uses and substitutes, sterilization, aerosols, fire
fighting, methyl bromide, jet planes, rocket emissions, biomass
burning, and vehicle emissions. The contractor shall also perform
regulatory analyses, risk assessments, data analyses and modeling, and
communciations and conference support related to stratospheric
protection. A cost-reimbursement level-of-effort type contract is
anticipated with a period of performance of 12 months and four 12-month
option periods. The estimated level-of-effort is 138,000 hours for the
entire five year contract period. The applicable SIC Code is 8731
which has a size standard of 500 employees. Propsective offerors shall
submit a written request to the above address along with two
self-addressed mailing labels. A copy of the source list will be
provided with the solicitation. The estimated solicitation release date
is April 24, 1995. All responsible sources may submit a written
response which will be considered by the Agency. Only a limited number
of copies are available on a first-come first-serve basis. Only one
copy will be issued to a corporate entity, regardless of the number of
requests from one or more different geographic locations. No
