for performance of Architectural-Engineering Design Services and
Related Engineering Services for the Nationwide Cafeteria Design
Program in and for the GSA National Capital Region (NCR) and GSA
Nationwide, Solicitation No. GS11P95EGD0014. Potential Projects
include: Cafeteria Improvements, Department of Energy, Germantown, MD;
Snack Bar Prototypes - Randolph Sheppard Program, Nationwide
Application. Projects will be designed and built entirely in Metric
Units. Projects may be added or deleted. Services include
Architectural, Interior, Food Service, Structural, Mechanical,
Electrical, Fire Protection, and Asbestos Abatement. The work
includes,but is not limited to the following:evaluation/condition
reports covering all architectural/engineering aspects of food service
design in GSA controlled buildings, applicable preliminary
investigative work, field inspections, surveys, examinations,
development and/or updating of criteria, feasibility and economic
analyses, cost estimating, studies, architectural/engineering design,
preparation of specifications and drawings for contract documents, Post
Construction Contract Services (PCCS) and construction inspection
services, and other technical services related to assessing conditions
in food service facilities. All services will be procured through the
issuance of Work Orders. The duration of the Contract shall be for one
(1) Base Period and two (2) Option Periods, not to exceed $750,000 for
each Period, for a dollar total of $2,250,000. Each Period shall not
exceed twelve (12) months. Consideration for the contract will be
limited to business firms or joint ventures (either with consultants)
demonstrating capability to coordinate the required services in their
own active production offices located within VA, MD or DC. The
Evaluation Criteria for selection are as follows: I. PROFESSIONAL
QUALIFICATIONS (35%), A. Relevant key individual experience and
professional qualifications, B. Team Experience on similar projects, C.
Background and Reference/Personal and Professional, including Resumes
of Team Members; II.CAPABILITIES OF FIRM (25%),A. Sufficiency of staff
and technical resources available, not committed to other contracts,
to undertake this contract; III. SPECIALIZED EXPERIENCE AND TECHNICAL
COMPETENCE (25%), A. Suitability of firm's previous concentration to
the Cafeteria/Food Service Design type of work required herein, B.
Based on specific examples shown, does the firm provide a well
organized, accurate and fully coordinated set of construction
documents, Show examples of Completed Projects specifically
accomplished in the Food Service Office Feeding Sector, Government and
Non Government locations illustrating projects that reflect
state-of-the-art facilities; C. Familiarity with Metric system and
ability to design in the Metric Units, submitting a one page summary of
experience with metric system, familiarity with metric, and ability to
design in metric units. IV. PAST PERFORMANCE (15%), A. Programming and
compliance with performance schedules, cost control and quality of
work, providing client references (name and phone number) and
satisfaction with past projects including size ($ amounts) of projects.
If selected for an interview, each A/E shall present at least two (2)
project examples including drawings and specifications, final cost
estimate indicating original budget, a summary of the project scope and
objectives, and the name, address and phone number of client contacts.
Firms having the capabilities to perform the services described in
this announcement are invited to respond by submitting completed SF
254's (for firm and joint ventures and consultants), which must be
dated not more than twelve (12) months before the date this synopsis,
and a SF 255 along with letter of interest To: General Services
Administration, 7th & D Streets, SW, BID ROOM 1701, Washington, DC
20407 by 3:30 p.m. local time on the due date of this notice. The
following information MUST be on the outside of the sealed envelope 1)
Solicitation number/ Title 2) Due Date 3) Closing Time. Late responses
are subject to FAR Provision 52.215.10. Each SF 255 shall include
partial project examples as similar in nature to the potential Food
Service projects as possible, bound in a 21.6cm (8-1/2'') x 27.9cm
(11'') format. Also include in Block 10 as the last entry the following
certification,'' I hereby certify the firm (or Joint venture) and
consultants listed for this project meet the geographic limitations
stated in the CBD announcement for this solicitation.'' This
procurement is being made under the Small Business Competitiveness
Demonstration Program. This procurement is open to small and large
business concerns. Before award of the contract, the A/E (if not a
small business of $2,500,000 gross average over 3 years) shall be
required to present an acceptable Small Business and Small
Disadvantaged Business Subcontracting Plan in accordance with Public
Law 95-507. Small and disadvantaged firms are encouraged to participate
as prime contractors or as members of joint ventures with other small
businesses. All interested contractors are reminded that the successful
contractor will be expected to place subcontracts to the maximum
practical extent with small and disadvantaged firms in accordance with
