is for A-E services resulting in the design for Rehabilitation of Fire
Alarm Systems within various facilities. This project is proposed for
development at John C. Stennis Space Center, Mississippi located
approximately 55 miles northeast of New Orleans, Louisiana. Project
work will include the development of specialized requirements for
replacing existing fire alarm systems with state-of-the-art addressable
systems. Project work will also include detector rezoning, fire wall
integrity, fire door installation, and alarm zoning will be addressed
in the design. The engineering firm will be required to submit drawings
in AutoCADD release 12 format for review by the Government. Subject to
the availability of funds and at the discretion of the Contracting
Officer the Government reserves the option to negotiate services for
additional facilities in separate phases. In addition, the engineering
firm may also be required to provide limited Title II surveillance of
construction activity. The NASA/SSC Architect-Engineer Selection Board
will apply the following significant evaluation criteria in relative
order of importance to determine the most qualified
Architect-Engineering firm to provide the design services: A. NASA/SSC
Center A/E Selection Board evaluation of overall merit of each
participating firm. B. Recent specialized experience (within 10 years)
and technical competence in work related to the following profile
codes: 015, 023, 036, 043, 055, 061, 072, and 112. C. Past performance
on similar contracts with NASA, other government agencies and private
industries in terms of cost control, quality of work and compliance
with performance schedules. A minimum of three (3) references are
required. D. Professional qualifications and specialized experience of
the staff and proposed consultants to be assigned to this project in
relation to item B, above, and as deemed necessary for satisfactory
performance of required services. E. Computer Aided Drafting and Design
(CADD) and Computer Aided Engineering (CAE) capabilities using AutoCADD
release 12 on a personal computer PC based platform. F. Location in the
general geographic area of the project and knowledge of the locality of
the project in terms of construction mterials and practices and local
and national codes, laws and permits. G. Present workload and ability
to accomplish the contemplated task within the specified time limit.
The estimated total construction cost range for this project is between
$500,000 and $1,000,000. Fixed priced contracts are proposed for the
design services, with the start dates to be determined and to be
completed within 104 days thereof. Interested firms must submit a
Standard form 255 (SF 255) which is postmarked no later than 30 days
after the date of the notice to be considered for the selection.
Section 8 of the SF 255 shall provide recent and relevant references
including contact names and telephone numbers. Interested firms must
also submit a current SF 254 for the prime firm and each related
consultant. No other general notification to firms under consideration
for these services will be made and no other action is required. This
