National Institute of Standards and Technology (NIST) has a requirement
for the design of increased steam generating capacity and auxiliary
systems upgrades at its Gaithersburg, Maryland site--NIST is a research
and development (R&D) facility with 32 buildings located on a 232
hectare site--There are approximately 185,000 g.s.m. of R&D space,
32,515 g.s.m. of office space and 21,830 g.s.m. of service space--The
existing steam generating system was built in the early 1960's and has
four 44,000 pound per hour (rated) fire tube boilers--The project
includes the replacement and/or construction of new higher capacity
boilers and associated auxiliary systems with a magnitude of
construction between $1,000,000 and $5,000,000--The work includes field
investigation, surveying, construction document preparation and post
construction award services--The agency shall evaluate each potential
contractor in terms of its-(1) Recent successful specialized experience
in boiler plant design and boiler replacement projects including
auxiliary systems in the 50,000 lb/hr - 80,000 lb/hr boiler capacity
range; (2) Professional qualifications of staff and consultants with
boiler plant design, boiler replacement projects, and auxiliary
systems; (3) Ability to respond to schedule requirements; (4) Past
performance on contracts with Government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedules; and (5) Proximity to NIST--The principal fields
for professional expertise required are design of steam generating and
auxiliary equipment, although the project is expected to require fire
protection, civil, structural, mechanical, electrical and architectural
capabilities--The Contractor shall provide permitting
documentation-This is not a request for proposals--Qualified firms are
invited submit completed Standard Forms 254 and 255 which are due 30
days after publication of this announcement--Should the due date fall
on a weekend or holiday, Standard Forms 254 and 255 will be due on the
