equipment, transportation, permits, mobilization and demobilization
required for construction of seventy two 2 and 4 bedroom housing units
on approximately 30 acres of undeveloped hillside in Kodiak, AK.
Streets willbe paved and included concrete curb, gutter, sidewalk, and
lighting. Work includes all site work, utilities, landscaping, and
demolition of 3 existing buildings. Site amenities will include
pedestrian paths and playgrounds. Base bid will constructthirty two
2-bedroom units; Option I will construct six 2-bedroom and two
4-bedroom units; Option II will construct four 2-bedroom and four
4-bedroom units; Option III will construct eighteen 2-bedroom and six
4-bedroom units. The award of options isdependent upon the availability
of funds. This is a total labor surplus area set-aside procurement. The
estimated price range for this contract is between $10,000,000 and
$25,000,000. Duration of the contract is approximately 19 months for

Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assistminority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT BondingAssistance Program
enables firms to apply for bid, payment, and performance bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short TermLending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit
