The project has been reinstated, and the following definitive responsibility criteria will be included in solicitation: 1)The bidder shall be a national company with a branch office network throughout the country. The local branch shall submit a list of five (5) projects of similar size and complexity that were installed within a fifty (50) mile radius of the project site. The bidder shall also have at least fifty (50) service vehicles within a fifty mile radius of the project site. 2)The EMCS system shall be a packaged system such as Johnson Controls, Metasys, Landis & Gyr Powers System 600, or an approved equal. 3)The bidder shall be capable of providing a complete service package from a local branch office with the following minimum requirements: a. Twenty-four hour emergency service. b. Provide a written guarantee that branch offices outside of the Baltimore area will back-up the Baltimore branch office in the event that the local office cannot fully service the National Computer Center. Specifications and drawings will be available on or about April 10, 1995. Large businesses will be required to submit a subcontracting plan.
