Hutchinson, Contracting Officer, (202)501-1520 GSA intends to negotiate sole source with Qual-Tron, Inc. The contract will provide for the purchase of special network communications hardware on an as needed basis to fulfill customer requirements for all US Government agencies world wide. The Statutory authority for this procurement is: 41 U.S.C 253(C)(1) only one responsible source and no other supplies or services will satisfy the agency requirements. Sole source negotiations with Qualtron, Inc. are contemplated because these specialized devices are built and designed by Qualtron, Inc. of Tulsa Oklahoma and no other systems arecompatible with existing systems. The build to print specifications are owned by Qualtron, Inc. The materials required consist of varying configurations or combinations of specialized Mini Intrusion Detection Systems which consist of approximately 70 line items and other ancillary devices. The systems sought must generally operate on Radio Frequencies with modulation. The systems components must be addressable with up to several dozen ID codes, trasmit/receive multi-milli-second length burst of data packets, decode and analyze packets and respond to the data packets at a rate of times per second and for packets containing several character bits each. All items except the computer must operate on common 9 volt-DC batteries, be housed in waterproof ABS molded plastic cases for self-contained field use across a wide variety of environs, be fully transportable and concealable. All units must be easily reconfigured and fully deployed on an immediate basis as required by the user. The initial period of performance will be one year from date of award, with four one year renewal options. Interested parties who can provide the equipment listed must respond in writing to the Contracting Office within 45 days of publication of this notice. Written responses must contain pricing information for the specific makes and models of equipment listed and detailed documentation to establish a bonafide capability to meet the stated requirements. No solicitation document exists therefore, requests for such documents will be considered invalid responses. The Government shall be the sole determiner of its minimum needs. All responsible sources may submit a response which will be considered by the agency. If no affirmative written responses to this notice are received, negotiations will be conducted with Qualtron, Inc. A determination by the government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. (0080)
