A -- EXPERIMENTAL, DEVELOPMENT, TEST AND RESEARCH WORK SOL DAAB07-95-R-D327 DUE 051595 POC JUDY ANDERSON, 908/532-4295, AMSEL-ACCA-D-AW(AND), CONTR OFCR A. FRIEDMAN. The United States Army Communications-Electronics Command, C4I Logisitics and Readiness Center, is issuing this Broad Agency Announcement (BAA) which is 100% set-aside for Historically Black colleges and Universities and Minority Institutions (HBCUs/MIs) for Fiscal Year 1995, unless sooner terminated. This BAA issued under the provisions of paragraph 6.102(d)(2) of the Federal Acquisition Regulation (FAR) which provides for competitive selection of research and development proposals submitted in response to this announcement. As stated, this is a total set-aside for HBCUs/MIs to enhance long term infrastructure/competitiveness and to develop sources of candidate engineers in the subject matter areas covered in this BAA. All qualified offerors (which include subgroups such as Hispanic Serving Institutions (HSIs)) are invitied to submit a proposal to establish a Center for Electronics Manufacturing. Cost Sharing is mandatory as required by the 1995 National Defense Authorization Act, Public Law 103-337, seciton 2525. The areas of research are as follows: Topic 001 - Development of Alternative Manufacturing Technologies and Processes Which Allow the Economical Production of Electronic Assemblies in Small Production Lot Size; Topic 002 - Development and Deployment of Dual-Use Processes and Manufacturing Technologies; Topic 003 - Development Techniques for Surge Production Capabilities in the Industrial Base Aimed at the Integration of Commercial and Military Production; Topic 004 - Assess Overall Impact to the Army of Changing from Military Specification and Level III Technical Data Packages and Standards to Commercial Specifications.
