Academy, West Point, New York. Scope of services required: This
annoumcement solictits A/E firms for the design of a 13,629 sf facility
to accommodate the occupational therapy, physical therapy, and physical
education needs of students attending West Point Elementary School. In
addition, included in this project, will be the renovation of 2,868 sf
of existing classroom space to support the learning disabled. Primary
facilities will include the following: therapy rooms, parent confeence
rooms, work rooms, offices, storage space, lockers, showers and rest
roos. Supporting facilities will include the following: all required
utilities, information systems, walk, curbs/gutters, storm drainage,
parking and other site improvements. The firm selected will be required
to complete the design based on a completed concept (35%) design.
Technical capability required: full in-house capbility is preferred. If
the prime proposes to utilize subconsultants, they must clearly
indicate how they will manage the various personnel. A QA/QC plan is
required and should clearly describe the firms overall design quality
management plan, including management approach, coordination of
disciplines and subconsultants, and quality control procedures. The
firm must identify in the submital the quantity and disciplines of
personnel in their working office and all other offices that personnel
will be utilized from. The specific capabilities required:
architectural design, including interior designers; civil/site
engineering, mechnical engineering, electrical engineering, including
communications specialist; structural engineering; environmental
specialist; licensed industrial hygienist; cost engineering specialist;
NFPA cerified fire protection specialist; topographic and geotechnical
surveying capabilities. Senior project architects and/ or engineers
should be registered. Special qualifications: previous experience in
similar type facility design is required. Past DoD/US Army Corps of
Engineers experience is preferred. Familiarity with DoD/DEC regulations
including experience in SHPO coordination is highly preferred.
Responding firms should indicate their ability to access an automated
review management system (ARMS) via modem and the use of the m-cases
gold edition estimating package. In addition firms should indicate
their CADD capability and intergraph compatibility. Closing date for
submitting sf 255: 30 days after advertising date. If closing date
falls on a saturday, sunday of holiday, the new closing date will be
the following business day. Primary evaluation factors in descending
order of importance: Professional qualifications necessary for
satisfactory performance of work required. This includes the indication
of qualified registered professional in the disciplines listed above
with experience pertinent to that required for this project.
Specialized experience of the firm and technical competence in the type
of work required for this project. Capacity to accomplish the work
within an accelerated time period. Past performance on contracts with
government agencies and private indistry in terms of cost control,
quality of work and compliance with performance schedules. Volume of
work previously awarded to the firm by the department of defense in the
12 months prior to the date of this announcement, with the object of
effecting an equitable distribution among qualified A/E firms,
including small and small disadvantaged business forms and firms that
have not had proir DoD contracts. Location in the general geographical
area and knowledge of the localities involved, provided that
application of this criterion leaves an appropriate number of qualified
firms, given the nature and size of the project. Approximate start
date: May 1995 Completion; August 1995, Estimated construction costs
range from $1,000,000 to $5,000,000. Small and small disadvantaged
firms are encouraged to participate as prime contractors or as members
of joint ventures with other small businesses, and all interested
contractors are reminded that the successful contractor will be
expected to place subcontracts to the maximum practicable extent with
small and disadvantaged firms in accordance with Public Law 95-507. If
a large business is selected a small business subcontracting plan will
be required prior to the award. Three copies of the entire submital
should be sent to Mr. Morris Burlson CENAN=EN-MR, room 2133, 26 Federal
Plaza, New York, NY 10278, 212- 264-9123. Only those submitals
incorporating the 11-92 revisions of the Sf 254 and Sf 255 will be
considered. Furthermore, special attention should be given to the
manner in which these forms are completed. SF254 should reflect the
overall capacity of the firm, whereas, SF 255 should reflect only the
personnel dedicated to the specific project referenced in the submital.
These guidelines should be closey followed, since they constitute
procedural protocol in the manner in which the selection process in
