of Agriculture of Eritrea invites submission of qualification
statements and proposals from interested U.S. firms which are qualified
on the basis of experience and performance to carry out a feasibility
study for a proposed integrated sugar production facility. The selected
contractor will carry out a technical, economic and financial
feasibility study for the proposed project. Specific Activities and
Tasks will include the following: (i) Site Visit and Data Collection;
(ii) Agricultural Technical Analysis; (iii) Cost Estimates for Systems
and Equipment; (iv) Factory Engineering and Technical Analysis; (v)
Economic and Financial Analysis; (vi) Project Financing Plan; (vii)
Specify Training; and (viii) Final report. A Desk Study report, which
includes a detailed scope of work, is available from the U.S. Trade and
Development Agency (''USTDA''), Room 309, SA-16, Washington, DC
20523-1602. Requests for the Desk Study report should be faxed to the
IRC, USTDA (Fax: (703) 875-4009). Please include your name, company
name, address and telephone number. If you would like the report sent
to you via courier delivery service, include the name of the courier
company and your firm's account number. Telephone requests will not be
honored. The selected contractor will be paid in U.S. dollars from a
$295,000 grant to the Ministry of Agriculture provided by the U.S.
Trade and Development Agency. Selection for the contract covering this
study will be administered by the Ministry of Agriculture in Eritrea
through a one-step competitive selection process. Interested firms
should submit five (5) copies of their qualifications and proposals in
English to the Ministry of Agriculture, ATTN: Mr. Tesfasilassie
Gebremariam; Deputy Head; Department of Research; Ministry of
Agriculture; P.O. Box 1048; Asmara, Eritrea; Telephone: (291-1) 118293;
Fax: (291-1) 181415. Submissions should be received in Eritrea on May
8, 1995. The U.S. Trade and Development Agency does not require copies
of the submission. The Ministry of Agriculture will review and
evaluate all qualifications and proposals received in response to this
announcement and will make a selection based on the following
criteria: 1. Firm's prior experience in developing comparable sugar
projects (40%); 2. Experience in sugar cane cogeneration projects
(15%); 3. Staff qualifications and project engineering experience in
comparable overseas work (30%); and 4. International finance experience
with sugar projects in Africa (15%). Price will not be a factor in the
evaluation process. Only U.S. firms and individuals may bid on this
USTDA-financed activity. Interested firms, their subcontractors, and
individuals (including employees of such firms and subcontractors) must
qualify under USTDA's nationality requirements as of the due date for
submission of qualifications and proposals and, if selected to carry
out the USTDA-financed activity, must continue to meet such
requirements throughout the duration of the USTDA-financed activity.
All goods and services to be provided by the selected firm and its
subcontractors must have their nationality, source, and origin in the
United States or Eritrea. In no case shall goods or services having
their nationality, source, and origin in Eritrea exceed twenty percent
of the amount of the grant provided by USTDA. The Ministry of
Agriculture is not bound to pay for any costs associated with the
preparation and submission of the qualifications documents and
proposals. The selection of a qualified firm will be on the basis of
the criteria listed above. The Ministry of Agriculture reserves the
right to reject any and/or all qualifications statements and proposals.
The Ministry of Agriculture also reserves the right to contract with
the selected firm for subsequent work related to the project. Firms
agree by their response to this announcement to abide by the procedures
