Sartain, Purchasing Specialist, 901/747-7618. The U. S. Postal Service
intends to pre-qualify firms to submit proposals for designing and
constructing an Airport Mail Center (323,800 gross square feet) with a
30,000 square foot outdoor canopied concourse in Atlanta, Georgia.
Fixed mechanization in the Airport Mail Center will be a part of the
contract. The estimated cost range for the entire project is between
$18 million and $23 million. The issue date for the design/build
solicitation will be approximately June 15, 1995. The Postal Service
intends to pre-qualify a minimum of three contractors. Primary factors
that will be considered are: (1) Design/Build experience on this size
project. Have in-house architect and engineering (A/E) capacity or
agreement with qualified A/E firm. Demonstrated ability of successfully
working as a team. (2) A/E firm must have Autocad Version 12.0, or
later and microsoft word 6.0. (3) Experience in fast-track building
construction of similar size and complexity ($18 million to $23 million
range). (4) Mechanization design firm shall have a minimum of five (5)
years experience in conveyor design, U. S. Postal Service design
experience will be preferred. Firms must be familiar with USPS
Specification M5000, USPS Standard Drawings MD-15, sack sorter, tray
conveyor, and takeaway belt conveyor. (5) Identification of the
mechanization fabricating firm should be a part of the
pre-qualification submittal. (6) Mechanization contractor shall have a
minimum of ten (10) years experience. Experience on USPS type
mechanization projects of comparable size and scope. (7) Financial
stability. (8) Capacity (current workload in relation to company
resources). (9) Organization and management ability and capacity to
provide the construction of a Postal facility on leased property. (10)
References and previous clients. (11) Past performance. Other factors
to be considered include, but are not limited to: (1) Bonding
capacity. (2) CAD capability for design team. (3) Work performed with
own forces. (4) Prior experience with Postal Projects. (5) Project
Management. (6) Staffing. (7) Minority Business Enterprise
participation and commitment. Qualifications will be evaluated by a U.
S. Postal Service committee and all firms will be advised within sixty
days of the closing date for the pre-qualification statements. The
pre-qualification package is available and requests for the package
must be in writing (NO TELEPHONE REQUESTS WILL BE ACCEPTED) to the
Facilities Service Office, ATTN: H. D. Sartain, 4th Floor, 225 North
Humphreys Blvd., Memphis, TN 38166-0300. Pre-qualification statements
must be received by close of business May 2, 1995. Contractor
pre-qualification statements will not be returned. This is not a
request for proposals. NOTE: Final execution of the design/build
contract will be subject to final approval by the USPS Board of
