ONE OF PART TWO: The Navy Public Works Center, San Diego, California
is currently seeking sources for services for Environmental Design and
Planning with associated multi-discipline architectrual engineering
(A-E) support services. An Indefinite Quantity firm fixed price type
contract will be awarded to the selected, most qualified firm
responding to this announcement. The Indefinite Quantity contract shall
be for $2,000,000. The contract shall be for one year of until the
$2,000,000 limit is reached. The proposed contract includes a second
year option for an additional $2,000,000. The services required may
include, but not be limited to, all or part of the following: (1)
preparation of technical reports including geoloigcal, geophysical, and
hydrogeological studies; (2) architectural-engineering concept studies;
(3) site characterizations, Resource Convervation and Recovery Act
(RCRA) facility assessments and/or investigations, RCRA corrective
plans, and other associated management plans; (4) MILCON and special
project documentation; (5) preparation of environmental permits; (6)
preliminary and final designs; (7) contract drawings and
specifications; (8) cost estimates and sketches; (9) engineering
investigations and studies; (10) construction contract support
services; and (11) construction inspection and other Title II services.
The types of design projects involve primarily repair, alteration and
installation of the following types of facilities although some minor
new construction (less than $300,000 per project) is possible: (1)
Subsurface remediation of hazardous waste; (2) Hazardous material/waste
storage and staging facilities; (3) Containment and remediation of
hazardous materials; (4) Industrial/oily waste treatment facilities (5)
Asbestos abatement of buildings, piping systems, and soil; (6) Lead
containing paint abatement; (7) Containment of liquid petroleum
products distribution systems and storage tanks (eg. underground and
aboveground storage tanks); (8) Oil/water separators and grease
interceptors and related storm water systems for the Navy Public Works
Center, San Diego and its customer activities. If asbestos or
hazardous material is present, the A-E will be required to identify
them and provide for their disposal or treatment in construction plans
and specifications in accordance with applicable rules and
regulations. When the idefinite quantity contract is awarded, the fee
for any individual negotiated work order is NTE $500,000 with a
cumulative total of all work orders NTE $2,000,000 during a one year
period. Commencement and completion of work is subject to the
requirements of individual work orders. Firms which design or prepare
specifications for a construction contract or procurement of supplies
cannot provide the construction or supplies. This limitation also
applies to subsidiaries and affiliates of the firm. A-E selection
criteria is listed in descending order of importance as follows: (1)
professional qualifications necessary for satisfactory performance of
required services (identify all personnel who would be performing
design work under this contract, and include their qualifications in
Block 7); (2) recent (1989 to present) specialized experience and
technical competence of the firm in the type of work required; (3)
capacity to accomplish the work in the required time (i.e. staff
availability, status of current projects and estimated completion
dates, plan to manage multiple concurrent delivery orders); (4) past
performance on contracts with Government agencies and private industry
in terms of (a) cost control effectiveness (list in Block 10 specific
examples of project estimates versus the initial construction contract
award amount and the final total construction cost including change
orders. NOTE: Specific examples must be cited in Block 8 and 10 of the
SF 255 and must be related to project being advertised) quality of
work (i.e. results of past projects performed, list of awards,
commendation, and performance evaluations; provide names, position
titles, and telephone numbers for points of contact) (b) quality of
work and briefly describe internal quality assurance/quality control
procedures (i.e. results of past projects performed and list awards,
commendations, and performance evaluation), and (c) compliance with
performance schedules (i.e. schedule, contractual completion date
versus actual performed completion date); (5) Location in the general
geographic area of the project and knowledge of the locality of the
project (local site conditions and design requirements), provided that
application of this criterion leaves an appropriate number of
qualified firms, given the nature and size of the project, (6) list the
small or disadvantaged or women-owned business firms as primary
consultants or as subcontractors, and (7) value of DOD contract awards
within the last 12 months. Evaluation criterion (1) through (4) are
the primary evaluation factors in the determination of the most highly
qualified firm. Criterion (5) through (7) are secondary factors that
will become a consideration in the event that all firms are considered
equal on factors (1) through (4). For the definitions of ''small
business'', ''small disadvantaged business'' and ''emerging small
business'', please refer to the Federal Acquisition Regulations (FAR)
Part 19. Architect-Engineer firms which meet the requirements described
in this announcement are required to submit the following: current SF
255, U.S. Government Architect-Engineering Qualifications, including an
organizational chart of key personnel to be assigned to the projects,
a currect SF 254 Architect-Engineer and Related Services Questionnaire
and any Consultant/Subcontractor's current SF 254. Supplemental
information regarding specialized experience should be included on the
SF 255: Block number 8(c) shall include the title, brief description
and a client point of contact with phone number for each project cited
as specific experience. Block number 10 must be specifically
structured to respond to the selection criteria as listed in this
announcement. Block number 10 of the SF 255 must also include the
responding firm's clear and concise identification of the types of
services and projects in which they have specific expertise. To
alleviate duplication of effort, specific items identified in block
number 10 may cross reference to specifically cited items in block
number 8(c). Responding firms are required to clearly identify tasks to
be performed in-house and those to be subcontracted. Firms must submit
the names and supporting qualifications data of all subcontractors.
The dollar value of all work for DOD and Corps of Engineers for the
past five years must be cleared stated in block 9 of the SF 254. Firms
must indicate in Block 4 of SF 254 whether they are a small business,
small disadvantaged business, woman-owned business, or emerging small
business. Firms must have specsintact to prepare specifications and
ability to produce plans on computer aided drafting software. FIRMS ARE
NOT REQUIRED OR EXPECTED TO HAVE EXPERTISE IN ALL OF THE AFOREMENTIONED
